Schedule of Responsibilities

1.Formulation and implementation of overall national territory planning, detailed planning, special planning, and urban planning of the in-depth cooperation zone;

2.Land resource management involving land transfer, land use conversion, land expropriation and requisition;

3.Management, administrative approval, and services of construction projects;

4.Implementation of laws, regulations and policies regarding real estate regulation; formulation and implementation of housing security policies; and confirmation and registration of property rights ownership;

5.Overall planning of the construction of municipal infrastructure involving urban road transport, water supply, gas and electric power;

6.Management of sea waters, islands, and wetlands; supervision and management of marine disasters, and coordination of the use of sea area;

7.Investigation for geological disaster and prevention construction;

8.Formulation and implement of ecological environmental protection plans, monitoring of ecological environment, and pollution prevention and control;

9.Construction of “Smart City;”

10.Performing other duties as assigned by the Executive Committee.
