Schedule of Responsibilities

1.Formulation of medium and long-term plans, industrial planning, sci-tech planning, and relevant policies for the development of the in-depth cooperation zone;

2.Promoting the development of sci-tech R&D, high-end manufacturing, Macao’s signature businesses including traditional Chinese medicine, culture, tourism, exhibition and trade industries in the zone;

3.Promoting the landing of relevant industrial projects and platform construction as well as agglomeration of high-end industrial elements and resources in the zone;

4.Promoting the establishment of sci-tech innovation mechanism, managing and optimizing the allocation of sci-tech resources, organizing the implementation of major sci-tech research plans, and promoting the industrialization of sci-tech R&D achievements;

5.Protection of intellectual property rights;

6.Formulating and implementing investment promotion policies of the zone, organizing the implementation of relevant investment promotion plans, and coordinating foreign cooperation affairs;

7.Supervision, management, and service of foreign investment in accordance with the law;

8.Reporting of foreign investment information and related work;

9.Establishment and improvement of the supervision system of investment activities in the zone;

10.Overall planning and coordination of port related issues;

11.Formulating policies and measures to attract international high-end talents, and high-quality, top-notch, skilled, and urgently needed talents;

12.Overall planning of the construction of the cooperation zone, Guangdong-Hong Kong-Macao Greater Bay Area, Hengqin Free Trade Zone, and Hengqin International Recreation Island as well as business environment and credit affairs;

13.Performing other duties as assigned by the Executive Committee.
