Hengqin’s tiered enterprise cultivation program shows early results

The Guangdong-Macao In-Depth Cooperation Zone in Hengqin is reporting early success from its tiered enterprise cultivation program, according to a business symposium held on May 14.

Launched on August 29, 2025, this enterprise development initiative aims to support companies at different stages of growth. The program included an initial cohort of 89 "seedling" companies and 18 "high-potential" firms.

By the end of April of this year, the cooperation zone had handled a wide range of business requests from participating companies, achieving a resolution rate of 92.9%. A dedicated "1+1+N" service model has helped address over 170 business needs.

The program has facilitated the inclusion of 53 companies, with some already completing multiple rounds of financing. Employment among the first batch of seedling companies operating in Hengqin rose to 2,479 employees. This represents an increase of 226 compared with the time of enrollment. Five companies doubled their workforce, while 14 others maintained steady growth.

The initiative has also driven breakthroughs in sectors such as high-end healthcare, integrated circuits, and artificial intelligence. Several leading firms have made significant progress in core technology development, patent applications, and qualification certifications.

A key feature of the plan is its innovative "1+1+N" service framework, where one dedicated task force coordinates resources across departments and one enterprise manager provides one-on-one support. In addition, multiple resource channels connect companies with government services in Guangdong and Macao, as well as with industrial supply chains and investment capital.

More than 50 companies have already applied to join the second batch of seedling enterprises.

Eligibility for inclusion

To qualify, companies must meet all three criteria:

Align with Hengqin's "four new" industries' development direction (sci-tech research and high-end manufacturing; traditional Chinese medicine; cultural tourism, convention and exhibition, and modern finance).

Demonstrate a solid development foundation.

Show a willingness to significantly expand staffing.

Qualified companies are recommended by member units of the cooperation zone's dedicated task force and admitted through a standardized selection process.
