Overview of Guangdong-Macao In-Depth Cooperation Zone in Hengqin

President Xi Jinping's Oct 14, 2020 call for “speeding up construction of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin” has been answered. The General Plan for Construction of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin was issued by the Communist Party of China (CPC) Central Committee and State Council on Sept 5, 2021. It establishes the 106-sq-km (41-sq-mile) cooperation zone covering a customs-supervised area between the "first line" and "second line" of Hengqin Island. The "first-line" refers to Hengqin Island and the Macao Special Administrative Region, while the "second-line" refers to the area between Hengqin Island and other Chinese customs territories.

Principal Responsibilities:

7.Responsible for legal affairs related to public legal services, administrative reconsideration, administrative and civil litigation, and state compensation, managing matters pertaining to the Executive Committee list of powers and responsibilities, and providing legal counsel services.

Principal Responsibilities:

1.Responsible for macro development planning of the Cooperation Zone, including formulating and implementing the master development plan, medium- and long-term development plans, and annual plans for key projects.

5.Responsible for accounting for the gross domestic product of the Cooperation Zone, compiling national economic accounting data, and developing an indicator system to promote the appropriate economic diversification of Macao in the Cooperation Zone.

6.Responsible for organizing and implementing major censuses and statistical surveys relating to population, economy, industries, and people’s well-being in the Cooperation Zone.

7. Responsible for administrative enforcement in the fields of development, reform, and statistics within the Cooperation Zone.

8. Responsible for analyzing economic conditions, improving business environment, and developing the social credit system, as well as organizing the evaluation of the Cooperation Zone's development and its contributions to Macao's appropriate economic diversification development.

9.Responsible for managing energy and power, material reserves, price administration (including price setting, price monitoring, and cost supervision and review), and work related to carbon peaking and carbon neutrality.

10.Responsible for coordinating work related to the Guangdong-Hong Kong-Macao Greater Bay Area, the Hengqin Free Trade Zone (including leading liaising with the Office of the Leading Group for the Guangdong Pilot Free Trade Zone), and future industries.

11.Responsible for any other tasks assigned by the Executive Committee.

7.Responsible for overseeing accounting administration in the Cooperation Zone, supervising and inspecting fiscal and taxation activities, and handling major fiscal issues.

8.Responsible for enforcing fiscal laws in the Cooperation Zone.

9.Responsible for fiscal and taxation exchanges and cooperation between the Cooperation Zone and international or other regional entities.

5.Responsible for coordinating and strengthening full-cycle enterprise services throughout the Cooperation Zone, promoting the implementation of industrial projects and the development of industrial platforms, and facilitating the agglomeration of high-end industrial factors and resources in the Cooperation Zone.

6. Responsible for coordinating initiatives related to the Hengqin International Leisure Tourism Island.

7.Responsible for implementing the“line-based”management policy of the Cooperation Zone, coordinating port construction, management, and institutional innovation, facilitating customs clearance, and establishing and improving coordination mechanisms for port clearance cooperation.

8.Responsible for regulating industries, providing public services, and enforcing administrative laws in the fields of science and technology, industry and information technology, commerce, and tourism management in the Cooperation Zone, and exercising administrative penalties and coercive powers in the aforesaid fields.

4.Responsible for examining and approving construction projects, regulating the construction market, and supervising construction quality and safety, reviewing and approving fire safety designs for construction projects and overseeing civil air defense construction.

5.Responsible for formulating housing security plans and policies, implementing real estate regulations, regulating housing transaction and rental markets, supervising the property management industry, and handling the confirmation and registration of real estate rights.

6.Responsible for ecological and environmental protection in the Cooperation Zone, including formulating and implementing ecological protection plans, managing environmental monitoring, pollution prevention, ecological conservation, and addressing climate change.

7.Responsible for managing sea areas, islands, forestry, and wetlands, supervising and controlling marine disasters, coordinating the use of sea areas and woodlands, and protecting, managing, and developing various wetland parks in Hengqin, including overseeing the daily operations of the Hengqin National Wetland Park Administration.

8.Responsible for planning, constructing, approving, and supervising transportation projects, providing cross-border public transport support between Hengqin and Macao, and coordinating the construction and management of ports, piers, urban roads, rail transit, intelligent connected autonomous driving systems, and public parking facilities.

9.Responsible for guiding, coordinating, and managing construction agencies.

10.Responsible for coordinating the handover, operation, and maintenance management of municipal public facilities and related coordination work, managing urban greening, city appearance and sanitation, waste classification, urban gas, outdoor advertising facilities, and water conservancy and water affairs.

11.Responsible for overseeing sponge city-related initiatives.

12.Responsible for supervising and approving economic and livelihood duties related to agriculture and rural affairs in the Cooperation Zone.

13.Responsible for any other tasks assigned by the Executive Committee.

Division of Responsibilities: The Urban Planning and Construction Bureau is responsible for the quality and safety supervision of edible agricultural products from planting and breeding through their entry into wholesale/retail markets or production/processing enterprises. It also oversees the prevention and control of animal and plant diseases, the quality and safety of livestock and poultry slaughtering and fresh milk collection, and the supervision of agricultural inputs such as pesticides, veterinary drugs, feed, and fertilizers. Once edible agricultural products enter wholesale/retail markets or production/processing enterprises, supervision shifts to the Commercial Services Bureau. Both agencies shall establish mechanisms for origin-based release, market entry, and food traceability, strengthen coordination and alignment, and operate as a joint supervisory force.

6.Responsible for administrative law enforcement in labour security supervision within the Cooperation Zone, organizing and implementing labour supervision, law enforcement inspections, and handling reports and complaints.

7.Responsible for labour and personnel dispute arbitration and other related work in the Cooperation Zone, and improving mechanisms for labour security and labour relations coordination.

8.Responsible for any other tasks assigned by the Executive Committee.
