On October 27, the Guangdong-Hong Kong-Macao Greater Bay Area Online Registration Service Zone (hereinafter referred to as “online service zone”) was launched in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin. The first batch of Hong Kong-invested and Macao-invested enterprises registered through the online service zone received their business licenses.

In 2025, the Commercial Services Bureau of the Cooperation Zone and China Legal Services (Macao) Ltd. established a fully electronic mechanism for document verification in commercial registration. Macao investors can now complete Hengqin business registration entirely online, cutting processing time by more than four days.

Building on this mechanism, the online service zone now provides online registration services for Hong Kong and Macao investors seeking market access in the nine mainland cities of the Greater Bay Area.

Following the electronic circulation of Hong Kong notarial documents, the service zone has become the first in China to achieve the same for Macao notarial documents.

To address challenges in mutual recognition of cross-border electronic signatures, an innovative model was introduced, allowing Hong Kong and Macao residents to submit a handwritten signature online. They can verify their identity through facial recognition or authorize a lawyer or notary to complete the authentication on their behalf.

The online service zone has also added an intelligent pre-review mechanism and a company search function covering Guangdong, Hong Kong, and Macao, streamlining the end-to-end electronic process from application to archiving.
