Notice on Amending the Support Measures for the Development of Macao-funded Enterprises in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin

All relevant departments,

To further support the development of Macao-funded enterprises in the Cooperation Zone, the Support Measures for the Development of Macao-funded Enterprises in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (Normative Document No. 1/2023 of the Executive Committee) is hereby amended as follows:

I. Amendments to “Article 2. Scope of Application and Conditions”

Item 4 of the first paragraph of Article 2, which states, “Make a commitment not to move out of the Cooperation Zone or change their tax obligations in the Cooperation Zone within the five years since receiving the subsidies,” shall be deleted.

II. Amendments to “Article 3. Definitions”

Item 2 of Article 3, which defines “‘Office properties’ herein refers to newly built properties that are designated as offices (including for cultural innovation, scientific and educational R&D, and high and new tech) in the Cooperation Zone and that have acquired a real property ownership certificate (including certificates of ascription of right in a building or real property ownership),” shall be amended to read: “‘Office properties’ herein refers to newly built properties that are designated as offices (including for cultural innovation, scientific and educational R&D, and high and new tech) in the Cooperation Zone which either (a) have passed completion inspection and acceptance with the associated filing duly completed, or (b) have acquired a real property ownership certificate (including certificates of ascription of right in a building or real property ownership”;

Item 3 of Article 3, which defines “‘Commercial properties’ herein refers to newly built properties that are used for commercial functions with the approval of the planning authority in the Cooperation Zone and for which a certificate of real property ownership (including certificates of ascription of right in a building or real property ownership) has been obtained since January 1, 2015,” shall be amended to read: “‘Commercial properties’ herein refers to newly built properties that are used for commercial functions with the approval of the planning authority in the Cooperation Zone and for which, since January 1, 2015, either (a) completion inspection and acceptance have been passed, with the associated filing duly completed, or (b) a certificate of real property ownership (including certificates of ascription of right in a building or real property ownership) has been obtained.”

III. Amendments to Article 5. Office Space Rent Subsidy

The third paragraph of Article 5, which states, “Office properties must be rented directly by the property owner or the entrusted party. Re-let or sub-let properties are not eligible for the rent subsidies in the Support Measures,” shall be amended to read: “Office properties shall be rented directly by the property owner or the entrusted party.”

IV. Amendments to Article 6. Commercial Premises Rent Subsidy

The third paragraph of Article 6, which states, “Commercial properties must be rented directly by the property owners. Re-let or sub-let properties are not eligible for the rent subsidies in the Support Measures,” shall be amended to read, “Commercial premises shall be actually used by the end-tenant.”

V. Amendments to Article 9. Operating Rewards

In Article 9, “the Online Statistics Reporting Platform” shall be amended to read as “Statistical Cloud-based Statistics Reporting Platform.”

This Notice shall be implemented from the date of its issuance. Macao-funded enterprises applying for subsidies and rewards for the second half of 2024 and thereafter shall comply with this Notice.
