Measures for Supporting the Development of Macao Enterprises and Professionals in the Fields of Construction and Related Engineering Consulting, Urban Planning, and Public Facilities Management in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin

Article 1.

Purpose

These Measures are formulated to implement the Master Plan for the Construction of Guangdong-Macao In-Depth Cooperation Zone in Hengqin and the Master Plan of the Development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, to advance the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Cooperation Zone”), and to support Macao enterprises and professionals in the fields of construction and engineering consulting, urban planning, and public facilities management (hereinafter referred to as “Macao enterprises” and “Macao professionals”, respectively) in their development within the Cooperation Zone, in alignment with the actual conditions of the Cooperation Zone.

Article 2.

Definitions

For the purposes of these Measures, the following terms are defined as follows:

1. “Registered” refers to the registration of relevant enterprises (institutions) and professionals with the Urban Planning and Construction Bureau of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Urban Planning and Construction Bureau”) in accordance with the Regulations on the Recognition of Qualifications of Hong Kong and Macao Construction and Related Consulting Enterprises and Professionals in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, the Registration-Based Management Measures for Hong Kong and Macao Construction and Related Engineering Consulting Enterprises and Professionals in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, and the Measures for the Registration of Planning Institutions and Professionals from Hong Kong and Macao to Practice in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (for Trial Implementation);

2. “Macao Enterprises” refers to enterprises registered in the Macao Special Administrative Region pursuant to its laws and regulations and engaged in the businesses of construction and engineering consulting, urban planning, or public facilities management within Macao;

3. “Macao Professionals” refers to professionals who have obtained professional qualifications in construction and engineering consulting in Macao or who have obtained qualifications as urban planners;

4. “Contracting Out” refers to the act whereby a construction employer, in accordance with applicable law, entrusts all or part of the tasks related to a construction project (such as surveying, design, construction, supervision, etc.) to a contractor legally qualified to engage in construction activities, through tendering or other lawful methods, and agrees to remunerate the contractor as stipulated in the contract;

5. “Subcontracting” refers to the act whereby a contractor, in accordance with the terms of the contract or with the consent of the construction employer, subcontracts all or part of the contracted tasks (such as surveying, design, construction, etc.) to another entity possessing the requisite qualifications. This also refers to the act where a public facilities management contractor, in accordance with the terms of the contract or with the approval of the procuring entity, subcontracts part of the contracted tasks to another qualified entity;

6. “Public Facilities Management” refers to the operation, maintenance, and management of municipal public infrastructure, including, but not limited to, public facilities, urban sanitation, waste sorting, landscaping, urban gas systems, water resources and utilities, and other related infrastructures;

7. “Wholly-Owned Subsidiary” refers to a company wholly owned and controlled by a single parent company, with the parent company as its sole corporate shareholder. Such Wholly-Owned Subsidiary must be registered, subject to tax administration, and included in statistical reporting within the Cooperation Zone, and must meet the substantive operation requirements stipulated in the Rules for Determining the Substantive Operations of Enterprises in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (Normative Document No. 2/2023 of the Executive Committee);

8. “Total annual operating revenue” refers to the aggregate revenue recognized by an enterprise from its principal business activities and other business activities during a calendar year;

9. “Above” shall be construed as including the specified number or value;

10. All incentive amounts in these Measures are in Renminbi (RMB).

Article 3.

Recognition of Equivalent Qualifications

The Urban Planning and Construction Bureau shall, pursuant to the Registration-Based Management Measures for Hong Kong and Macao Construction and Related Engineering Consulting Enterprises and Professionals in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, issue registration documents to registered enterprises (institutions) and professionals, recognizing their qualifications as equivalent to mainland construction enterprise qualifications and registered professional qualifications, respectively.

Registered enterprises (institutions) and professionals shall provide services within the scope specified in their registration.

Article 4.

Facilitation of Business Operations

The Cooperation Zone encourages Macao Enterprises to establish Wholly-Owned Subsidiaries within its boundaries and supports the development of Macao Enterprises and their Wholly-Owned Subsidiaries operating therein. Where enterprise qualification access is not required, tendering authorities are encouraged to take into account the bidders’ corporate background, as well as their experience and performance within the Macao Special Administrative Region, when setting the tender conditions.

Article 5.

Optimization of Registration Services

The Urban Planning and Construction Bureau shall establish a dedicated policy consultation and guidance window and an online registration system to assist Macao Enterprises and Macao Professionals in applying for registration within the Cooperation Zone, thereby facilitating their business operations and professional practice therein.

Article 6.

Contracting-Out Incentives

Where an employer within the Cooperation Zone lawfully contracts out an enterprise investment project to a registered Macao Enterprise, the Urban Planning and Construction Bureau shall award the employer an incentive equal to one percent of the invoiced amount of the contracting-out contract (including supplementary contracts). The maximum bonus for a single employer is RMB 3,000,000 per year.

Article 7.

Subcontracting Incentives

Entities participating in construction projects (contractors) within the Cooperation Zone are encouraged to lawfully subcontract portions of their contracted work to registered Macao Enterprises. An incentive equal to one percent of the invoiced amount of the subcontracting contract (including supplementary contracts) shall be awarded to the relevant entity, with a maximum annual incentive of RMB 1,500,000 per entity.

Article 8.

Incentives for Public Facilities Management Subcontracting

Entities undertaking public facilities management procurement projects within the Cooperation Zone are encouraged to lawfully subcontract portions of their contracted work to Wholly-Owned Subsidiaries established by Macao Enterprises in the Cooperation Zone. An incentive equal to one percent of the invoiced amount of the subcontracting contract (including supplementary contracts) shall be awarded to the undertaking entity, with a maximum annual incentive of RMB 1,000,000 per undertaking entity.

Article 9.

Support for the Business Development of Macao Enterprises

The Cooperation Zone supports the business development of Macao enterprises and their Wholly-Owned Subsidiaries established within the Cooperation Zone. A one-time incentive of RMB 100,000 shall be granted to a Wholly-Owned Subsidiary if the combined total annual operating revenue generated within the Cooperation Zone by the Macao Enterprise and its Wholly-Owned Subsidiary reaches RMB 1,000,000 or more. An additional one-time incentive of RMB 50,000 shall be granted if the year-on-year revenue growth rate reaches 50% or more in the following year. The total cumulative incentive granted to a Wholly-Owned Subsidiary shall not exceed RMB 150,000.

For Macao Enterprises above designated size and included in the Statistical Network Direct Reporting Platform, the relevant provisions of the Measures for Supporting the Development of Macao-Funded Enterprises in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin shall apply.

Article 10.

Improvement of Accessibility to Government Procurement Project Information

The Urban Planning and Construction Bureau shall further improve the accessibility of government procurement project information by promptly releasing project information through official government websites and other channels.

Article 11.

Encouragement for the Establishment of High-Quality Projects

The Cooperation Zone encourages registered Macao Enterprises to develop high-quality projects. For the same project within the Cooperation Zone that receives any of the following awards, participating registered Macao Enterprises shall be awarded the highest applicable incentive, with no duplication awards:

1. For projects receiving national-level high-quality project awards, including, but not limited to, the China Construction Engineering Luban Prize, the China Water Conservancy Project Quality (Dayu) Award, the National Quality Engineering Award, the China Civil Engineering Zhan Tianyou Award, the China Building Decoration Engineering Award, the Gold Award of China’s Construction Engineering Steel Structure, the Gold Key Award for Engineering General Contracting, and the Excellent Engineering Project Management Award, a one-time incentive of RMB 500,000 per project shall be granted;

2. For projects awarded the Silver Key Award and Bronze Key Award for Engineering General Contracting, a one-time incentive of RMB 300,000 and RMB 100,000 per project shall be granted, respectively;

3. For projects awarded the first, second, and third prizes of the National Excellent Survey and Design Award for Engineering Survey, Architectural Design, and Municipal Public Works, or the first, second, and third prizes of the National Excellent Urban Planning and Design Award, a one-time incentive of RMB 100,000, RMB 80,000, and RMB 60,000 per project shall be granted, respectively;

4. For projects awarded the Guangdong Construction Engineering Gold Award, the Guangdong Construction Engineering Quality Award, and the Guangdong Construction Engineering Quality Structure Award, a one-time incentive of RMB 60,000 per project shall be granted;

5. For projects awarded the first, second, and third prizes of the Guangdong Excellent Engineering Survey and Design Award, the first, second, and third prizes of the Guangdong Excellent Urban and Rural Planning Design Award, or the gold, silver, and bronze prizes of the Guangdong Lingnan Characteristic Architectural Design Award, a one-time incentive of RMB 60,000, RMB 40,000, and RMB 20,000 per project shall be granted, respectively.

Article 12.

Encouragement for Participation in Science and Technology Innovation and Green Building Construction

The Cooperation Zone encourages Registered Macao Enterprises to engage in science and technology innovation and green building construction. For the same project within the Cooperation Zone that receives any the following awards, the Registered Macao Enterprises participating in the construction shall receive the highest applicable incentive, with no duplication of awards:

1. For projects awarded the special (top), first, second, and third prizes of the China Award for Science and Technology in Construction, a one-time incentive of RMB 500,000, RMB 400,000, RMB 300,000, and RMB 100,000 per project shall be granted, respectively;

2. For projects awarded the first, second, and third prizes of the Green Building Innovation Award, a one-time incentive of RMB 500,000, RMB 300,000, and RMB 100,000 per project shall be granted, respectively.

Article 13.

Encouragement for Professional Development

Registered Macao Professionals with labor or service contracts in the Cooperation Zone shall receive a one-time bonus of RMB 30,000 for each of the following national professional qualifications obtained: Registered Planner, Class 1 Registered Architect, Supervising Engineer, Registered Real Estate Appraiser, Class 1 Cost Engineer, Registered Constructor (First-Class), Class 1 Registered Structural Engineer, Registered Civil Engineer, Registered Chemical Engineer, Registered Electrical Engineer, Registered Utility Engineer, Registered Environmental Protection Engineer, Certified Safety Engineer, Level 1 Certified Fire Engineer, Certified Metrology Engineer, Engineering Consulting (Investment) Professional Technician, and Environmental Impact Assessment Engineer.

Article 14.

Application Requirements

Applicants shall not be eligible to apply for incentives under these Support Measures if, during the application year or the preceding year, any of the following circumstances occur:

1. The applicant is listed on the “Credit China” platform as a discredited entity, included in the list of enterprises with abnormal operating records, identified as a dishonest person subject to enforcement, or listed as an untraceable or abnormally operating institutions;

2. The applicant has received administrative penalties for violating laws, regulations, or rules related to work safety, market regulation, environmental protection, fire safety, taxation, or relevant industry regulations during their work or business operations, and the administrative penalty is subject to a hearing as stipulated in the Implementation Measures for Administrative Penalty Hearing Procedures in Guangdong Province.

Article 15.

Application Procedures

Incentives under these Measures shall be applied for retrospectively.

The application procedures are as follows:

1. Submission of Application: The Urban Planning and Construction Bureau will issue a notice for incentive applications each year and shall organize the application process based on actual circumstances. Applicants shall complete the application form and submit the required application materials in accordance with these Measures and the Application Guide for the Measures for Supporting the Development of Macao Enterprises and Professionals in the Fields of Construction and Engineering Consulting, Urban Planning, and Public Facilities Management in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Application Guide”);

2. Acceptance for Processing: The Urban Planning and Construction Bureau will conduct a preliminary review of the application materials. Applications that do not meet the application requirements and conditions outlined in the Application Guide shall not be accepted. If materials are incomplete, the applicant shall be notified and required to provide the missing materials within the specified timeframe. Applications that fulfill the application requirements and conditions stipulated in the Application Guide and are complete with all necessary supporting materials will be accepted for further processing;

3. Review of Materials: The Urban Planning and Construction Bureau will organize a review panel or commission a third-party professional institution to review the authenticity and validity of the application materials and, in conjunction with on-site inspections, reach a review conclusion;

4. Determination of Incentive Fund: Based on the review conclusion, the Urban Planning and Construction Bureau will finalize the allocation plan of incentive fund;

5. Public Announcement: The Urban Planning and Construction Bureau will publicly announce the proposed list of award recipients and incentive amounts on the Cooperation Zone’s official website for a period of seven working days;

6. Disbursement of Funds: If no objections are raised during the public announcement period, or if any objections are found to be unsubstantiated upon investigation, the Urban Planning and Construction Bureau will disburse the funds in accordance with the regulations.

Article 16.

Applicable Rules

Where these Measures overlap or intersect with other policies of Guangdong Province, Zhuhai City, or the Cooperation Zone, support shall be provided according to the principle of highest priority and with no duplication, unless otherwise stipulated.

Article 17.

Tax and Fee

All incentives mentioned in these Measures are before tax. Applicants shall be responsible for paying any taxes and fees arising from the receipt of these incentives in accordance with national laws, regulations, and relevant provisions.

Article 18.

Supervision of Funds

Applicants shall be responsible for the authenticity and legality of their application materials. If an applicant obtains incentive funds through fraudulent means, such as concealing facts or providing false materials, the Urban Planning and Construction Bureau will revoke their application eligibility, reclaim any disbursed funds, and render them ineligible for any future incentives under these Measures. If the act constitutes a legal violation or crime, the case shall be referred to the relevant authorities for handling in accordance with the law.

Article 19.

Implementation

The Urban Planning and Construction Bureau will be responsible for formulating the “Application Guide” and implementing these Measures.

Article 20.

Power of Interpretation

The Urban Planning and Construction Bureau shall be responsible for interpreting these Measures.

Article 21.

Effective Date and Validity Period

These Measures shall take effect on July 20, 2024, and shall remain valid for two years. Applicants who meet the conditions stipulated in the support provisions of these Measures during the 2024 and 2025 calendar years shall be granted the corresponding incentives in the following year.

Application Guide for the Measures for Supporting the Development of Macao Enterprises and Professionals in the Fields of Construction and Engineering Consulting, Urban Planning, and Public Facilities Management in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin

This Application Guide is formulated in accordance with the principles of standardized management, stringent review, and clear delineation of responsibilities to implement the Measures for Supporting the Development of Macao Enterprises and Professionals in the Fields of Construction and Engineering Consulting, Urban Planning, and Public Facilities Management in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Support Measures”) and to support the development of Macao enterprises and professionals in these fields (hereinafter referred to as “Macao Enterprises” and “Macao Professionals”, respectively) in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Cooperation Zone”).

I. Competent Authority

The Urban Planning and Construction Bureau of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Urban Planning and Construction Bureau”) will be responsible for organizing and implementing the Support Measures, accepting applications, conducting reviews, and granting incentives. Applicants are required to submit their application materials to the Urban Planning and Construction Bureau.

II. Application Procedures

1. Submission of Application: Eligible applicants may voluntarily apply for incentives under the Support Measures through the “Financial Support Service Platform for Enterprises and the Public of the Guangdong-Macao Indepth Cooperation Zone in Hengqin” within the specified application period. Applicants shall also submit hard copies of their application materials to the Urban Planning and Construction Bureau.

2. Acceptance for Processing: The Urban Planning and Construction Bureau will conduct a preliminary review of the application materials submitted by the applicant in accordance with the Support Measures and this Application Guide. Applications that do not meet the requirements and conditions stipulated in this Application Guide shall not be accepted. If materials are incomplete, the applicant will be promptly informed of the missing items. Applications that meet the requirements and conditions outlined in this Application Guide and are complete with all necessary materials will be accepted for further processing. The Urban Planning and Construction Bureau will record its acceptance decision on the aforementioned “Financial Support Service Platform for Enterprises and the Public of the Guangdong-Macao In-Depth Cooperation Zone”.

3. Review of Materials: The Urban Planning and Construction Bureau will organize a review panel or commission a third-party professional institution to review the authenticity and validity of the application materials and, in conjunction with on-site inspections, reach a review conclusion.

4. Determination of Incentive Fund: Based on the review conclusion, the Urban Planning and Construction Bureau will determine the allocation plan of incentive fund;

5. Public Announcement: The Urban Planning and Construction Bureau will publicly announce the proposed list of award recipients and incentive amounts on the official website of the Cooperation Zone for a period of seven working days.

6. Disbursement of Funds: If no objections are raised during the public announcement period, or if any objections are found to be unsubstantiated upon investigation, the Urban Planning and Construction Bureau will, in accordance with regulations, request the Finance Bureau of the Cooperation Zone to disburse the funds.

7. Fund Supervision: Applicants shall be responsible for the authenticity and legality of their application materials. If an applicant obtains incentive funds through fraudulent means, such as concealing facts or providing false materials, the Urban Planning and Construction Bureau will revoke their application eligibility, reclaim any disbursed funds, and render them ineligible for any future incentives under these Measures. If the act constitutes a legal violation or crime, the case shall be referred to the relevant authorities for handling in accordance with the law.

III. Application Requirements

The scope and standards shall be in accordance with the provisions outlined in Article 6 of the Support Measures regarding the encouragement of contracting-out.

2. Application Materials

(1) Original copy of the Application Form for Incentives for Construction Employers Contracting Out to Macao Enterprises (Attachment 1-1);

(2) Business license, Macao Enterprise registration approval documents (including work safety registration materials);

(3) Identification documents of the legal representative/person in charge;

(4) Registration materials of the enterprise investment project, construction permits, etc.;

(5) Contracting-out contract signed with the Macao Enterprise (including supplementary contracts);

(6) Invoices for the contracting-out contract (including supplementary contracts);

(7) The above materials shall be submitted as originals or copies, with the official seal affixed.

V. Subcontracting Incentives

1. Scope and Standards

The scope and standards shall be in accordance with the provisions outlined in Article 7 of the Support Measures regarding the encouragement of subcontracting.

2. Application Materials

(1) Original copy of the Application Form for Incentives for Subcontracting to Macao Enterprises (Attachment 1-2);

(2) Business license, enterprise qualification certificate or registration approval materials, work safety permit or work safety registration materials for Hong Kong and Macao enterprises, etc.;

(3) Identification documents of the legal representative/person in charge;

(4) Registration or approval materials of the fiscal investment project or the enterprise investment project, construction permits, etc.;

(5) Supporting documents demonstrating the consent of the construction employer to the subcontracting, such as meeting minutes or correspondence;

(6) Subcontracting contract signed with the Macao Enterprise (including supplementary contracts);

(7) Invoices for the subcontracting contract (including supplementary contracts);

(8) The above materials shall be submitted as originals or copies, with the official seal affixed.

VI. Incentives for Public Facilities Management Procurement Subcontracting

1. Scope and Standards

The scope and standards shall be in accordance with the provisions outlined in Article 8 of the Support Measures regarding the encouragement of subcontracting for public facilities management procurement projects.

2. Application Materials

(1) Original copy of the Application Form for Incentives for Public Facilities Management Procurement Subcontracting (Attachment 1-3);

(2) Business license;

(3) Identification documents of the legal representative/person in charge;

(4) Public facilities management procurement contract;

(5) Supporting documents demonstrating the procuring entity's consent to subcontracting, such as meeting minutes or correspondence;

(6) Subcontracting contract signed with the Wholly-Owned Subsidiary established by the Macao Enterprise in the Cooperation Zone (including supplementary contracts);

(7) Commercial registration certificate of the parent company in Macao;

(8) Articles of Association of the Wholly-Owned Subsidiary;

(9) Invoices for the subcontracting contract (including supplementary contracts);

(10) The above materials shall be submitted as originals or copies, with the official seal affixed.

VII. Incentives for Business Development of Macao Enterprises

1. Scope and Standards

The scope and standards shall be in accordance with the provisions outlined in Article 9 of the Support Measures regarding the support for the business development of Macao Enterprises.

2. Application Materials

(1) Original copy of the Application Form for Incentives for Business Development of Macao Enterprises (Attachment 1-4);

(2) Business license, registration approval materials (if any), work safety permit (if any);

(3) Commercial registration certificate of the parent company in Macao;

(4) Articles of Association of the Wholly-Owned Subsidiary;

(5) Identification documents of the legal representative/person in charge;

(6) Tax payment certificate of the previous year;

(7) Original annual financial statements of the applicant and its parent company audited by a certified public accounting firm (only the operating revenue within the Cooperation Zone needs to be audited);

(8) The above materials shall be submitted as originals or copies, with the official seal affixed.

VIII. Incentives for High-Quality Projects

1. Scope and Standards

The scope and standards shall be in accordance with the provisions outlined in Article 11 of the Support Measures regarding the encouragement of high-quality projects.

2. Supplementary Notes

(1) Macao Enterprises receiving incentives shall ensure that their accounts are capable of receiving RMB remittances. The Wholly-Owned Subsidiary established by the Macao Enterprise in the Cooperation Zone is allowed to apply for and receive the funds on its behalf.

(2) The award date must be after the effective date of the Support Measures and it must match the date indicated on the relevant award documentation.

3. Application Materials

(1) Original copy of the Application Form for Project Incentives (Attachment 1-5);

(2) Identification documents of the legal representative/person in charge;

(3) Award certificate, trophy, medal, or other proof of award;

(4) If the incentive is applied for by the Wholly-Owned Subsidiary established in the Cooperation Zone on behalf of the parent Macao Enterprise, the following additional materials must be provided: business license of the Wholly-Owned Subsidiary, Articles of Association of the Wholly-Owned Subsidiary, and an original power of attorney authorizing the Wholly-Owned Subsidiary to apply for the incentive on behalf of the Macao Enterprise (the format of which may be determined by the applicant);

(5) The above materials shall be submitted as originals or copies, with the official seal affixed.

IX. Incentives for Science and Technology Innovation and Green Building Construction

1. Scope and Standards

The scope and standards shall be in accordance with the provisions outlined in Article 12 of the Support Measures regarding the encouragement of participation in science and technology innovation and green building construction.

2. Application Conditions

(1) Macao Enterprises receiving incentives shall ensure that their accounts are capable of receiving RMB remittances. The Wholly-Owned Subsidiary established by the Macao Enterprise in the Cooperation Zone is allowed to apply for and receive the funds on its behalf.

(2) The award date must be after the effective date of the Support Measures and it must match the date indicated on the relevant award documentation.

3. Application Materials

(1) Original copy of the Application Form for Project Incentives (Attachment 1-5);

(2) Identification documents of the legal representative/person in charge;

(3) Award certificate, trophy, medal, or other proof of award;

(4) If the incentive is applied for by the Wholly-Owned Subsidiary established in the Cooperation Zone on behalf of the parent Macao Enterprise, the following additional materials must be provided: business license of the Wholly-Owned Subsidiary, Articles of Association of the Wholly-Owned Subsidiary, and an original power of attorney authorizing the Wholly-Owned Subsidiary to apply for the incentive on behalf of the Macao Enterprise (the format of which may be determined by the applicant);

(5) The above materials shall be submitted as originals or copies, with the official seal affixed.

X. Incentives for Professional Development

1. Scope and Standards

The scope and standards shall be in accordance with the provisions outlined in Article 13 of the Support Measures regarding the encouragement of professional skill enhancement.

2. Supplementary Notes

(1) If the applicant is on temporary assignment in the Cooperation Zone and obtains a national professional qualification certificate consistent with the scope of this Article during their service on a project in the Cooperation Zone, they will be eligible for incentives. The applicant must have a Mainland bank account to receive the funds.

(2) The certificate obtained by the applicant must be issued after the effective date of the Support Measures. The issuance date on the certificate shall prevail.

3. Application Materials

(1) Original copy of the Application Form for Incentives for Professional Development (Attachment 1-6);

(2) Identification documents of the applicant;

(3) Original labor contract or service contract signed by the applicant with the relevant enterprise, or the original letter of dispatch (the format of which my be determined by the applicant) issued by the applicant’s dispatching unit;

(4) Business license of the enterprise with which the applicant signed the contract;

(5) The corresponding qualification certificates obtained;

(6) The above materials shall be submitted as originals or copies, with the official seal affixed.

XI. Effective Date and Validity Period

This Application Guide shall take effect on July 20, 2024, and shall remain valid for two years. Applicants meeting the conditions stipulated in the Support Measures during the two calendar years of 2024 and 2025 shall be granted the corresponding incentives in the following year.

XII. Right of Interpretation

The Urban Planning and Construction Bureau will be responsible for interpreting this Application Guide.
