Measures on Points-based School Admission for Children of Non-local Residents in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin
Article 1.
Purpose
Pursuant to the Compulsory Education Law of the People’s Republic of China, and based on the Interim Regulations on Residence Permits, the Opinions of the General Office of the Guangdong Provincial Government on Ensuring Compulsory Education for the Children of Migrant Workers in Cities, and other applicable laws and regulations, these Measures are formulated, with due consideration of the Cooperation Zone’s specific circumstances, to safeguard the right to compulsory education for children of non-local residents working in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Cooperation Zone”).
Article 2.
Definitions
For the purposes of these Measures, the following terms shall have the meanings ascribed to them as follows:
1. “Children of Non-Local Residents” refers to school-aged children and adolescents who reside in the Cooperation Zone with their parents and do not hold Zhuhai household registration certificates (or “Hukou”);
2. “Wholly-Owned Residential Property within the Cooperation Zone” refers to property located within the Cooperation Zone, registered for the purpose of “residential” or “self-contained residential”, and satisfying one of the following conditions:
(1) Sole ownership by the child of a non-local resident;
(2) Joint ownership by the child and their parents or other legal guardians, with their combined ownership share totaling 100%;
(3) Joint ownership by both parents or multiple legal guardians, with their combined ownership share totaling 100%;
(4) Sole ownership by one parent or legal guardian.
Article 3.
Scope of Applicability
Children of non-local residents aged six to 18 (with their household registration information verified by the public security authority) are eligible to apply for public school places for corresponding starting grades within the Cooperation Zone’s compulsory education system, provided that at least one of their parents or other legal guardians possesses a valid residence permit and maintains both legal and stable employment and residence within the Cooperation Zone.
These Measures do not apply to students from Hong Kong, Macao, Taiwan, overseas Chinese communities, and foreign countries whose parents or legal guardians work and reside in the Cooperation Zone, nor to students eligible for preferential admission under other policies.
Article 4.
Basic Methods and Principles
Public school places for starting grades within the Cooperation Zone’s compulsory education system shall first be allocated to meet the non-points-based admission needs in accordance with each school’s annual enrollment plan for starting grades within the Cooperation Zone. Any remaining places will be made available to eligible children of non-local residents.
Children of non-local residents may apply for these remaining public school places for starting grades through a points-based system. The Livelihood Affairs Bureau of the Cooperation Zone will determine the admission threshold based on a dynamic adjustment mechanism, prioritizing applicants in descending order of their total points.
The points calculation and threshold determination processes will adhere to the principles of fairness and transparency.
Article 5.
Application Requirements
Children of non-local residents applying for the first grade of primary school must have reached the age of six (i.e., being born on or before August 31 of the application year).
Children of non-local residents applying for the first grade of junior secondary school must be current-year graduates of primary school. Students currently enrolled in other grades of compulsory education are not eligible to apply through the points-based system.
Student registration information shall be verified against data from the National Management System for Student Records in Primary and Secondary Education.
Article 6.
Criteria and Calculation Rules
The points-based admission criteria include the following four categories: duration of residence or property ownership, professional qualifications or educational attainment, duration of social insurance contributions, and bonus points for awards. For detailed point values and calculation rules for each category, please refer to the attachment (Points-based Admission Criteria and Point Values Table for Children of Non-Local Residents in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin).
1. Duration of Residence or Property Ownership
(1) Duration of Residence: If the parents or other legal guardians of the child hold a Guangdong Residence Permit (including temporary residence permits) and their registered habitual residence is within the Cooperation Zone, points shall be calculated based on the cumulative duration of residence for the most recent ten years, as of August 31st of the current year. The duration of residence shall be subject to verification by the public security authorities;
(2) Duration of Property Ownership: If the child, their parents, or other legal guardians hold residential property with full ownership rights within the Cooperation Zone, points shall be calculated based on the duration of ownership of said property. The duration of property registration shall be subject to verification of registration information by the real estate registration authorities or the date indicated on the property ownership certificate. The effective period shall be cumulatively calculated for the most recent ten years, as of August 31st of the current year;
(3) Points for duration of residence and duration of property registration shall be calculated separately and shall not overlap or be duplicated. The higher of the two scores shall be the final score for this category.
2. Professional Qualifications or Educational Attainment
(1) Professional Qualifications: Points shall be calculated based on the highest-level National Occupational Qualification Certificate or Occupational Skill Level Certificate held by a parent or legal guardian;
(2) Educational Attainment: Points shall be calculated based on the highest educational degree obtained by a parent or legal guardian;
(3) Points for professional qualification and educational attainment shall be calculated separately and shall not be duplicated or accumulated. The higher of the two scores shall be the final score for this category.
3. Social Insurance Contributions
(1) Points shall be calculated based on the duration of contributions by a parent or legal guardian of the child in Zhuhai to basic pension insurance, basic medical insurance, unemployment insurance, work-related injury insurance, and maternity insurance;
(2) The cumulative duration of contributions for each type of insurance shall be verified against information provided by the human resources and social security authorities and shall be cumulatively calculated for the most recent ten years, as of August 31st of the current year.
4. Bonus Points
(1) Parents or other legal guardians of the child may be awarded corresponding bonus points for receiving any of the following honors at the Zhuhai municipal level or above during their period of residence in the Cooperation Zone: “Model Worker”, “May 1st Labor Medal”, “March 8th Red Banner Holder”, “Moral Model”, “Individual of Righteous Courage”, or “Zhuhai Good Person”. Each type of honor shall be counted only once and cannot be accumulated. Verification shall be conducted based on information provided by the relevant level of the following organizations: the All-China Federation of Trade Unions (for “Model Worker” and “May 1st Labor Medal”), the Women’s Federation (for “March 8th Red Banner Holder”), the civilization offices (for “Moral Model” and “Zhuhai Good Person”), and the public security authorities (for “Individual of Righteous Courage”);
(2) Parents or other legal guardians who have been nominated by Zhuhai and honored with the “Voluntary Blood Donation Contribution Award” may be awarded bonus points corresponding to the highest level of the award received. Verification shall be conducted based on information provided by the competent health administrative departments, the Red Cross Society, and relevant military units at the corresponding level;
(3) Recipients of the “Star Volunteer” award or the “Voluntary Blood Donation Service Award” at the Cooperation Zone level or above may be awarded corresponding bonus points. Points for these two awards shall not overlap or be duplicated. Points will be calculated based on the highest level of award received. Verification of the “Star Volunteer” award shall be based on information provided by the leading organization or the Communist Youth League Committee. Verification of the “Voluntary Blood Donation Service Award” shall be conducted based on information provided by the competent health administrative authorities, the Red Cross Society, and relevant military units at the corresponding level;
(4) Parents or other legal guardians who are veterans residing in the Cooperation Zone and meet the requirements of the Veterans Law of the People’s Republic of China may be awarded bonus points. Veteran status shall be verified by the competent department for veterans’ affairs in the Cooperation Zone;
(5) Parents or other legal guardians who have participated in the “In-Depth Cooperation Cup” vocational skills competitions organized by the Livelihood Affairs Bureau of the Cooperation Zone and placed in the top three may receive bonus points based on their ranking. Award information shall be verified by the Livelihood Affairs Bureau of the Cooperation Zone.
The total score shall be the sum of the points from the above four categories.
Points for each parent or legal guardian are calculated separately, with exception of property ownership points. For all other point categories, points shall not overlap or be duplicated between parents or legal guardians. The child’s final score will be based on the highest total score achieved by either parent or legal guardian.
Article 7.
Application Procedures
The application process for points-based admission involves: online registration, centralized processing, departmental review, automated calculation of points, review and reconsideration request (if applicable) by parents or legal guardians, determination of the admission threshold by the Livelihood Affairs Bureau, and allocation of school place.
Parents or legal guardians of the child shall, as instructed in the annual admissions notice issued by the Livelihood Affairs Bureau, log into the designated application system, register online, submit the required supporting documents, and check their calculated points within the specified period of time. If there are objections to the calculated points, parents or legal guardians may submit supporting materials to the Livelihood Affairs Bureau to request a review. Failure to request a review within the specified period of time shall be considered acceptance of the calculated points.
Article 8.
Admission
The Livelihood Affairs Bureau shall publicly announce the list of applicants who meet the admission threshold for a five-day period, in accordance with the annual enrollment plan. Based on the results of the announcement and the actual enrollment situation, the Livelihood Affairs Bureau will coordinate the allocation of school places in public schools. Specific implementation procedures will follow the detailed guidelines set out in the annual admissions regulations.
Article 9.
Legal Responsibilities
Any applicant who has obtained a student registration number in the National Management System for Student Records in Primary and Secondary Education but submits a duplicate application for a school place, or who provides false materials, shall, upon verification, have their admitted status rescinded if already granted admission. If the application is still pending and no admission has been granted, the application will be rejected.
Parents or other legal guardians of children of non-local residents who provide false materials in violation of the law shall be held legally responsible in accordance with the law.
Article 10.
Power of Interpretation
The Livelihood Affairs Bureau of the Cooperation Zone reserves the right to interpret these Measures.
Article 11.
Effective Date and Validity Period
These Measures shall take effect on April 30, 2024, and shall remain valid for five years.
