The Measures for Supporting the Cultural Development in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin have been approved upon deliberation at a session in the Executive Committee of the Cooperation Zone and are hereby issued for your implementation. Should any issues arise during implementation, please promptly report them to the Livelihood Affairs Bureau of the Cooperation Zone.

Measures for Supporting the Cultural Development in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin
Article 1.
Purpose of the Measures
In accordance with the Master Plan for the Construction of Guangdong-Macao In-Depth Cooperation Zone in Hengqin and the Regulations on Promoting the Development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, these Measures are developed to promote high-quality cultural development in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter “the Cooperation Zone”), strengthen cultural cooperation and exchange between the Cooperation Zone and Macao, and encourage the concentration of quality cultural projects and activities within the Cooperation Zone, as well as taking into account the specific circumstances of the Cooperation Zone.
Article 2.
Definitions
For the purposes of these Measures, the following definitions shall apply:
1. “Public welfare cultural activities” refer to non-commercial cultural activities that do not charge participants, offer free admission, or sell tickets at prices below market value for similar activities;
2. “Actual activity expenditure” refers to costs recognized by the Livelihood Affairs Bureau of the Cooperation Zone incurred for hosting an activity, including venue service fees, transportation costs, shipping fees, accommodation expenses, material design and production costs, labor fees, promotional expenses, operational support costs, and other approved expenses. The total of labor fees, accommodation expenses, and transportation costs for invited guests, judges, celebrities, and other invitees that may be counted toward actual activity expenditure shall not exceed the total of other expenses (excluding the aforementioned costs); any excess shall not be included. These expenses shall be determined according to the special audit report issued by a third-party professional institution commissioned by the Livelihood Affairs Bureau of the Cooperation Zone;
3. “Original” refers to works independently created by an applicant who lawfully owns the copyright to the completed works;
4. “Literary and artistic works” primarily include literary, fine art, photographic, performing arts, audiovisual, and other types of artistic works:
(1) Literary works: Artistic expressions using text as a medium with literary aesthetic value, including but not limited to novels, literary non-fiction, reportage, original scripts, biographies, narrative ballads, short story collections, poetry collections, essays, children's literature, literary criticism, and theoretical works;
(2) Fine art works: Two-dimensional or three-dimensional creative works constructed with lines, colors, or other methods, including pure art works (such as oil paintings, Chinese paintings, prints, watercolors, and pen drawings) and practical art works with both aesthetic and utilitarian value (including but not limited to calligraphy, painting, seal engraving, sculpture, and interactive art);
(3) Photographic works: Artistic works created by professional photographers or amateur enthusiasts that depict natural scenes, people, or other objective subjects through inspiration and photographic techniques for appreciation;
(4) Performing arts works: Comprehensive stage performances conveying emotions, stories, and themes through techniques, music, dance, drama, and other elements, including drama (including Chinese opera), Quyi (traditional Chinese oral performing arts), music, dance, acrobatics, and other art forms;
(5) Audiovisual works: Works perceptible through visual and auditory means via mechanical devices, including film and television works and musical works. Film and television works include but are not limited to films, television programs, documentaries, comics, animations, and micro-films (defined as film works with a duration of five minutes to one hour, with low production costs and centered on short narratives);
(6) Other types of literary and artistic works as determined by an evaluation committee organized by the Livelihood Affairs Bureau of the Cooperation Zone;
5. “Professional performance venues” refer to public facilities used for hosting performances, shows, concerts, plays, dances, and other cultural activities, which have legally obtained the “performance venue registration certificate” from the local cultural administrative authority;
6. “Literary and artistic awards” include national standing literary and artistic awards, provincial standing literary and artistic awards, Zhuhai literary and artistic awards, and other awards of equivalent standing (as detailed in Attachment 1);
7. “Domestic and international film and television festival awards” refer to awards granted at recognized film and television events, including those from Class A international film festivals, major Chinese film and television award ceremonies, major international documentary film festivals, major Chinese documentary award programs, major international animation film festivals, major Chinese animation award events, and other awards of equivalent standing (as detailed in Attachment 2);
8. “Exhibition venue area” refers to the space directly used for exhibitions or activities, excluding areas for catering, offices, storage, and loading and unloading of goods;
9. “Venue area” refers to, in this context, the building area of cultural venues or physical bookstores, excluding outdoor areas, parking lots, green belts, and similar spaces;
10. “Arts groups” refer to collectives primarily engaged in performing and showcasing arts, including song and dance troupes, acrobatic troupes, theater companies, choirs, orchestras, and similar ensembles composed of diverse personnel and institutions;
11. “Substantive operations” refer to operations that comply with the requirements stipulated in the Rules for Determining the Substantive Operations of Enterprises in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (Normative Document No. 2/2023, Executive Committee);
12. “Key personnel of social organizations” refer to individuals serving as president (chairman), vice president (vice chairman), chief supervisor, and secretary-general in social organizations, excluding honorary positions, standing council members, and council members;
13. The terms “and above” and “not exceeding” include the stated value, while “less than” shall be interpreted as exclusive of the stated value;
14. All monetary amounts referred to in these Measures are denominated in Renminbi (RMB).
Article 3.
Support for Organizing Themed Cultural and Creative Activities
Applicants organizing public welfare cultural activities themed around cultural creativity, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies based on the number of activity days and actual activity expenditure, as follows:
1. For activities lasting five or more consecutive days, a one-time subsidy equal to 50% of the actual activity expenditure may be provided, up to a maximum of RMB 1.5 million;
2. For activities lasting three or more consecutive days but less than five days, a one-time subsidy equal to 40% of the actual activity expenditure may be provided, up to a maximum of RMB 1 million;
3. For activities lasting two consecutive days, a one-time subsidy equal to 30% of the actual activity expenditure may be provided, up to a maximum of RMB 500,000.
Article 4.
Support for Film and Television Exhibitions and Performing Arts Shows
Applicants organizing public welfare cultural activities featuring exhibitions of films, television dramas, documentaries, animations, or original performing arts works, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies based on the number of activity days, quantity of works, actual activity expenditure, and award levels of the works, as follows:
1. For film and television exhibitions or performing arts shows lasting two or more consecutive days with more than 30 works, a one-time subsidy equal to 50% of the actual activity expenditure may be provided, up to a maximum of RMB 3 million;
2. Among the works participating in activities that meet the conditions specified in item 1 of Article 4, if three or more works have previously won national or higher-level awards, an additional subsidy equal to 30% of the subsidy amount may be granted; if three or more works have previously won provincial awards, an additional subsidy equal to 10% of the subsidy amount may be granted. If participating works qualify for both additional subsidies mentioned above, subsidies may be provide in accordance with the principles of highest priority, optimal benefits, and no duplication.
Article 5.
Support for Exhibitions of Original Literary and Artistic Works
Applicants organizing public welfare cultural activities featuring original literary, fine art, photographic, or audiovisual works (including music and micro-films) with exhibitions lasting at least two consecutive days, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies based on the number of activity days, quantity of collected works, quantity of displayed works, and actual activity expenditure, as follows:
1. For activities with more than 300 collected works and more than 50 displayed works, a one-time subsidy equal to 40% of the actual activity expenditure may be provided, up to a maximum of RMB 1 million;
2. For activities with more than 200 collected works and more than 30 displayed works, a one-time subsidy equal to 30% of the actual activity expenditure may be provided, up to a maximum of RMB 500,000.
When a work appears in multiple cultural activities, it shall be counted only during its first exhibition; subsequent appearances shall not be included in the calculation.
Article 6.
Support for Cultural and Artistic Exhibition Activities
Applicants organizing cultural and artistic exhibitions featuring original literary, fine art, or photographic works, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies based on venue area, number of activity days, and actual activity expenditure, as follows:
1. For exhibition activities held in indoor venues of an area of 1,000 square meters or more, or outdoor venues of an area of 2,000 square meters or more, and lasting three or more consecutive days, a one-time subsidy equal to 40% of the actual activity expenditure may be provided, up to a maximum of RMB 500,000;
2. For exhibition activities held in indoor venues with an area of 500 square meters or more but less than 1,000 square meters, or outdoor venues with an area of 1,000 square meters or more but less than 2,000 square meters, and lasting three or more consecutive days, a one-time subsidy equal to 25% of the actual activity expenditure may be provided, up to a maximum of RMB 250,000.
Article 7.
Support for Organizing Performing Arts Competitions
Applicants organizing influential performing arts competitions, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies based on the total number of offline participants and actual activity expenditure, as follows:
1. For competitions with 3,000 or more offline participants, a one-time subsidy equal to 40% of the actual activity expenditure may be provided, up to a maximum of RMB 800,000;
2. For competitions with 2,000 or more but less than 3,000 offline participants, a one-time subsidy equal to 30% of the actual activity expenditure may be provided, up to a maximum of RMB 500,000;
3. For competitions with 1,000 or more but less than 2,000 offline participants, a one-time subsidy equal to 20% of the actual activity expenditure may be provided, up to a maximum of RMB 200,000.
Article 8.
Support for Significant Cultural Activities
Cultural activities of significant international or domestic impact held in the Cooperation Zone may be granted subsidies, subject to the approval by the Executive Committee of the Cooperation Zone based on the application submitted by the Livelihood Affairs Bureau, with subsidy amounts determined by the Executive Committee of the Cooperation Zone.
Article 9.
Support for Extending Macao Cultural Activities to the Cooperation Zone
Applicants who extend to the Cooperation Zone cultural activities that received non-repayable funding from the Macao government within three years prior to the application date, in formats such as “one event, two venues” or “one exhibition, two locations,” may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies matching the Macao funding amount in RMB on a 1:1 basis, calculated at the exchange rate on the first day of the activity in the Cooperation Zone.
Applicants who extend to the Cooperation Zone cultural activities that have been successfully held in Macao for three or more editions within ten years prior to the application date and comply with the latest national cultural industry classification (based on the latest edition of the year), in formats such as “one event, two venues” or “one exhibition, two locations,” may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies of up to 50% of the actual expenditure in the Cooperation Zone, not exceeding RMB 1 million annually.
Article 10.
Support for the Creation of Literary Works
Applicants that create original literary works based on Hengqin’s cultural heritage, natural environment, Hengqin-Macao integration, or major events, which reflect the lives, innovation, and entrepreneurship of Hengqin and Macao residents and convey positive social values, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted publication, distribution, and award subsidies.
Works published for the first time may be granted a one-time publication subsidy of RMB 20,000; those with a distribution of 20,000 or more copies may be granted a one-time distribution subsidy of RMB 100,000; and those receiving national or provincial permanent awards may be granted a one-time award subsidy of RMB 200,000 or RMB 100,000, respectively. Where the same work receives multiple awards, the cumulative award subsidies shall not exceed RMB 500,000.
Article 11.
Support for the Creation of Performing Arts Works
Applicants that create original performing arts works based on Hengqin’s cultural heritage, natural environment, Hengqin-Macao integration, or major events, which reflect the lives, innovation, and entrepreneurship of Hengqin and Macao residents and convey positive social values, may upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted creation, performance, and award subsidies, as follows:
1. For works with a performance duration of 60 minutes or more and a creative team of 10 or more persons, a one-time creation subsidy of RMB 500,000 may be granted after the first public performance at a professional performance venue; for each performance (excluding the premiere), a performance subsidy of RMB 30,000 may be granted, with annual subsidies not exceeding RMB 300,000; works receiving national and provincial permanent literary and artistic awards may be granted a one-time award subsidy of RMB 1 million and RMB 500,000 respectively;
2. For works with a performance duration of 30 minutes or more and a creative team of 3 or more persons, a one-time creation subsidy of RMB 200,000 may be granted after the first public performance at a professional performance venue; for each performance (excluding the premiere), a performance subsidy of RMB 10,000 may be granted, with annual subsidies not exceeding RMB 100,000; works receiving national and provincial permanent literary and artistic awards may be granted a one-time award subsidy of RMB 500,000 and RMB 200,000 respectively.
Where the same work receives multiple awards, the cumulative award subsidies shall not exceed RMB 1.5 million.
Article 12.
Support for the Creation of Audiovisual Works (Film and Television Works)
Applicants that create original audiovisual works (film and television works) based on Hengqin’s cultural heritage, natural environment, Hengqin-Macao integration, or major events, which reflect the lives, innovation, and entrepreneurship of Hengqin and Macao residents, convey positive social values, and have obtained a public screening permit from the China Film Administration or a distribution license from other competent authorities and won domestic or international film and television awards, may be granted subsidies based on award levels, as follows:
1. For works that have won the Best Film Award or Grand Jury Prize at a Class A international film festivals, a one-time subsidy of RMB 2 million may be granted for each work; for works that have been nominated for Best Film or won other awards, a one-time subsidy of RMB 500,000 may be granted for each work;
2. For works that have won the Best Film Award or Grand Jury Prize at a major Chinese film and television award ceremony, a one-time subsidy of RMB 1 million may be granted for each work; for works that have been nominated for Best Film or won other awards, a one-time subsidy of RMB 100,000 may be granted for each work;
3. For works that have won awards at a major international documentary film festival, a one-time subsidy of RMB 1 million may be granted for each work;
4. For works that have won major Chinese documentary awards, a one-time subsidy of RMB 500,000 may be granted for each work;
5. For works that have won awards at a major international animation film festival, a one-time subsidy of RMB 1 million may be granted for each work;
6. For works that have won major Chinese animation awards, a one-time subsidy of RMB 500,000 may be granted for each work.
The applicant shall legally own the copyright of the work or have a controlling interest and have invested more than 20% of the total investment in the film and television work, and shall be the first or second production entity.
Where the same work receives multiple awards, the cumulative award subsidies shall not exceed RMB 3 million.
Article 13.
Support for the Establishment and Operation of Performance Venues
Theaters, concert halls, art centers, cinemas, and other performance venues established in the Cooperation Zone (excluding those established within commercial scenic areas), whose operating entities have been in substantive operation for more than one year, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted renovation subsidies and operation subsidies, which shall be disbursed to the respective operating entities, according to the following conditions:
1. For newly built or renovated venues that have obtained registration certificates or relevant business licenses from competent authorities since January 1, 2024, a one-time renovation subsidy of RMB 800 per square meter may be granted for venues with an area of 500 square meters or more but less than 1,000 square meters; a one-time renovation subsidy of RMB 1,000 per square meter may be granted for venues with an area of 1,000 square meters or more. The maximum area eligible for the above subsidies shall not exceed 2,000 square meters;
2. From the date of implementation of these Measures, theaters, concert halls, and art centers that hold more than 50 performances and more than 5 public welfare cultural activities within 12 consecutive months may be granted an annual operation subsidy of RMB 1 million; those that hold more than 30 performances and more than 3 public welfare cultural activities may be granted an annual operation subsidy of RMB 500,000. If the standards are met for three consecutive years, an additional subsidy equal to the lowest level achieved during those three years may be granted.
3. From the date of implementation of these Measures, cinemas that maintain an average of more than 3 screenings per hall per day and more than 100 public welfare film screenings within 12 consecutive months may be granted an annual operation subsidy of RMB 500,000; those that maintain an average of more than 6 screenings per hall per day and more than 200 public welfare film screenings may be granted an annual operation subsidy of RMB 1 million. If the standards are met for three consecutive years, an additional subsidy equal to the lowest level achieved during those three years may be granted.
Article 14.
Support for the Establishment and Operation of Exhibition Venues
Non-state-owned museums, exhibition halls, art galleries, memorial halls, science museums, and other exhibition venues established in the Cooperation Zone, that are open to the public for not less than 300 days (calendar days) per year, and whose the operating entities have been in substantive operation for more than one year, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted renovation subsidies and operation subsidies, which shall be disbursed to the respective operating entities, according to the following conditions:
1. For newly built or renovated venues that have obtained registration certificates or relevant business licenses from competent authorities since January 1, 2024, a one-time renovation subsidy of RMB 800 per square meter may be granted for venues with a floor area of 500 square meters or more but less than 1,000 square meters; a one-time renovation subsidy of RMB 1,000 per square meter may be granted for venues with a floor area of 1,000 square meters or more. The maximum area eligible for the above subsidies shall not exceed 2,000 square meters;
2. From the date of implementation of these Measures, exhibition venues that hold more than 30 exhibitions and more than 4 public welfare cultural activities within 12 consecutive months may be granted an annual operation subsidy of RMB 1 million; those that hold more than 20 exhibitions and more than 2 public welfare cultural activities may be granted an annual operation subsidy of RMB 500,000. If the standards are met for three consecutive years, an additional subsidy equal to the lowest level achieved during those three years may be granted.
Article 15.
Support for the Establishment and Operation of Physical Bookstores
Operating entities of physical bookstores established in the Cooperation Zone, open to the public for at least 300 calendar days per year and are in substantive operation for more than one year, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted renovation and operating subsidies, as follows:
1. For newly built or renovated bookstores that have obtained relevant business licenses from competent authorities since January 1, 2024, with a venue area of 200 square meters or more, a one-time renovation subsidy of RMB 1,000 per square meter may be granted, with the maximum area eligible for subsidy not exceeding 2,000 square meters;
2. From the date of implementation of these Measures, physical bookstores that maintain an average daily opening time of not less than 14 hours and remain open until 24:00 within 12 consecutive months may be granted an annual operation subsidy of RMB 500,000; those that maintain an average daily opening time of not less than 12 hours and remain open until 22:00 may be granted an annual operation subsidy of RMB 300,000.
Article 16.
Support for Cultural Talent Development
For non-governmental organizations or arts groups supervised by the Livelihood Affairs Bureau of the Cooperation Zone that represent the Cooperation Zone in cultural activities or competitions, subsidies may be granted according to the following conditions, with the cumulative annual subsidy for a single non-governmental organization or arts group not exceeding RMB 500,000:
1. For those that have won national permanent literary and artistic awards, a one-time subsidy of RMB 300,000 may be granted; for those that have won first, second, or third place in other national cultural activities and competitions, a one-time subsidy of RMB 300,000, RMB 200,000, or RMB 100,000 may be granted, respectively;
2. For those that have won first, second, or third place in provincial permanent literary and artistic awards or other awards of equivalent standing, a one-time subsidy of RMB 50,000 , RMB 30,000, or RMB 20,000 may be granted, respectively;
3. For those that have won first, second, or third place in Zhuhai literary and artistic awards or other awards of equivalent standing, a one-time subsidy of RMB 10,000, RMB 8,000, or RMB 6,000 may be granted, respectively.
For residents with household registration in the Cooperation Zone or students enrolled in educational institutions within the Cooperation Zone who have won literary and artistic awards, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted corresponding subsidies, with the cumulative annual subsidy for each individual not exceeding RMB 500,000:
1. For those who have won national permanent literary and artistic awards, a one-time subsidy of RMB 200,000 may be granted; for those who have won first, second, or third place in other national cultural activities and competitions, a one-time subsidy of RMB 100,000, RMB 50,000, or RMB 20,000 may be granted, respectively;
2. For those who have won first, second, or third place in provincial permanent literary and artistic awards or other awards of equivalent standing, a one-time subsidy of RMB 20,000, RMB 10,000, or RMB 8,000 may be granted, respectively;
3. For those who have won first, second, or third place in Zhuhai literary and artistic awards or other awards of equivalent standing, a one-time subsidy of RMB 2,000, RMB 1,000 , or RMB 500 may be granted, respectively.
Article 17.
Support for Intangible Cultural Heritage Projects
Eligible entities or individuals, including enterprises in substantive operation, employees with over one year of social insurance contributions, key personnel of social organizations, residents with local household registration, or students enrolled in educational institutions within the Cooperation Zone, whose projects are recognized as intangible cultural heritage items or who are designated as inheritors of intangible cultural heritage, may, upon review and approval by the Livelihood Affairs Bureau of the Cooperation Zone, be granted subsidies based on the recognition level, as follows:
1. For projects recognized as national intangible cultural heritage, a one-time subsidy of RMB 500,000 may be granted; for those recognized as Guangdong provincial or Macao intangible cultural heritage, a one-time subsidy of RMB 200,000 may be granted; for those recognized as municipal intangible cultural heritage, a one-time subsidy of RMB 100,000 may be granted; for those recognized as district-level intangible cultural heritage, a one-time subsidy of RMB 50,000 may be granted;
2. For enterprise employees, key personnel of social organizations, residents with household registration in the Cooperation Zone, or students enrolled in educational institutions within the Cooperation Zone who are personally recognized as national intangible cultural heritage inheritors, a one-time subsidy of RMB 200,000 may be granted; for those recognized as Guangdong provincial or Macao intangible cultural heritage inheritors, a one-time subsidy of RMB 100,000 may be granted; for those recognized as municipal intangible cultural heritage inheritors, a one-time subsidy of RMB 50,000 may be granted; for those recognized as district-level intangible cultural heritage inheritors, a one-time subsidy of RMB 30,000 may be granted.
Article 18.
Application Requirements
Applicants shall not be eligible for subsidies under these Measures if any of the following circumstances exist during the application period or in the preceding calendar year:
1. Applicants who are included in List of Enterprises with Abnormal Business Operation, List of Enterprises with Serious Unlawful and Dishonest Acts, List of Dishonest Judgment Debtors, List of Unreachable or Non-Compliant Institutions, or any negative publicity information published on the “Credit China” website;
2. Applicants who are subject to administrative penalties for violations of laws, regulations, and rules regarding work safety, market regulation, ecological environment, fire safety, taxation, or other areas during business operations, where such administrative penalties fall within the scope of hearing procedures stipulated in the Implementation Measures for Administrative Penalty Hearing Procedures of Guangdong Province;
3. Applicants who are responsible for work safety accidents that occurred during the organization of cultural activities or competitions, creation of literary and artistic works, or construction of cultural venues in the Cooperation Zone;
4. Activities, projects, or works for which subsidies are applied have caused significant negative social impact.
Applicants that are enterprises shall meet the substantive operation conditions of the Cooperation Zone, while non-governmental organizations or private non-enterprise institutions shall be subject to the same standards. Individual applicants shall be subject to the relevant provisions of the respective articles.
If the works involved in a subsidy application are subject to copyright disputes or legal proceedings during the application period, the Livelihood Affairs Bureau of the Cooperation Zone will not accept the application, or will suspend the disbursement of subsidies for applications already accepted; applicants may resubmit application materials after the conclusion of litigation or arbitration proceedings, or after the final resolution of the dispute. The Livelihood Affairs Bureau of the Cooperation Zone will resume the acceptance and disbursement of subsidies based on the actual circumstances. Applicants shall resubmit their application materials no later than three months before the expiration of these Measures; applications submitted after this deadline will not be accepted.
Article 19.
Application Procedures
Subsidies under these Measures shall be disbursed after the completion of activities, and applications for project funding may only be submitted after the activities have been held. The application procedures are as follows:
1. Solicitation of Projects. The Livelihood Affairs Bureau of the Cooperation Zone will implement quota management and determine the number of subsidies for each project category annually based on the actual conditions of the Cooperation Zone. Annual calls for pre-applications will be announced to solicit cultural projects and activities from the public;
2. Project Evaluation. The Livelihood Affairs Bureau of the Cooperation Zone will convene a review panel to assess the feasibility and development potential of projects and formulate an annual subsidy plan based on the findings. Projects included in the plan must be submitted for review by the Livelihood Affairs Bureau before implementation, and only those approved as eligible may apply for subsidies after the activities are completed;
3. Subsidy Application. The Livelihood Affairs Bureau of the Cooperation Zone will organize subsidy applications annually based on actual circumstances. Applicants who meet the requirements of the corresponding projects shall complete the application form and submit relevant application materials in accordance with these Measures and the relevant application guidelines;
4. Application Processing. The Livelihood Affairs Bureau of the Cooperation Zone will process applications with complete required materials. For incomplete submissions, the Bureau will issue a one-time notice specifying corrections; applications rectified within the specified period shall be processed, while those not rectified shall be deemed withdrawn;
5. Subsidy Review. The Livelihood Affairs Bureau of the Cooperation Zone will convene a review panel to verify the authenticity and validity of application materials and issue a review opinion based on on-site inspection findings;
6. Fund Determination. The Livelihood Affairs Bureau of the Cooperation Zone will determine the subsidy amount based on the review panel’s opinion;
7. Public Announcement. The Livelihood Affairs Bureau of the Cooperation Zone will publish the proposed list of subsidy recipients and subsidy amounts on its official website for five working days;
8. Fund Disbursement. If no objections arise during the disclosure period or objections are found unsubstantiated after investigation, the Livelihood Affairs Bureau of the Cooperation Zone will disburse the funds as prescribed.
Applicants seeking subsidies under Articles 3 to 9 of these Measures shall submit application reports, budgets, and plans to the Livelihood Affairs Bureau of the Cooperation Zone at least 30 days prior to the start of cultural projects or activities. Projects under Articles 12, 16, and 17 shall adhere to the process outlined in items 3 to 8 of Article 19 of these Measures.
If a cultural project or activity simultaneously qualifies for multiple subsidy types under these Measures, the applicant may submit an application for only one type. Each project or activity is limited to one single applicant; for those cultural projects or activities jointly organized by multiple entities, the application shall generally be submitted by the entity approved by the Livelihood Affairs Bureau of the Cooperation Zone prior to the start of the projects or activities, accompanied by supporting documents such as declarations, agreements, authorizations, and copyright certificates. The subsidy amount shall be determined by a review panel organized by the Livelihood Affairs Bureau of the Cooperation Zone to evaluate the application for the cultural project or activity.
Article 20.
Applicable Rules
Applicants seeking subsidies for cultural activities, competitions, or projects of the same type under these Measures may receive funding for a maximum of three cumulative years.
Entities or individuals who, prior to the enactment of these Measures, received subsidies, grants, or support under the former Measures for Promoting the Leisure and Tourism Industry in Hengqin New Area or the Interim Measures for Promoting the Culture and Sports Industry in Hengqin New Area(Interim) for less than three years and meet the eligibility criteria of these Measures may continue to receive subsidies hereunder until the three-year period expires. Those who have already received subsidies under the aforementioned policies for three years shall generally be ineligible for further subsidies under these Measures.
Where these Measures overlap or intersect with other policies of the Cooperation Zone, subsidies shall be provided in accordance with the principles of highest priority, optimal benefits, and no duplication, unless otherwise specified.
Article 21.
Tax Payment
All subsidies under these Measures are pre-tax amounts, and applicants shall be responsible for paying any resulting taxes or fees in accordance with applicable laws and regulations.
Article 22.
Supervision of Funds
Applicants shall be responsible for the authenticity and legality of the application materials. Those who obtain support funds by concealing facts, providing false materials, or other fraudulent means shall return all subsidy funds in one lump sum, with interest calculated at the current Loan Prime Rate (LPR), and the Livelihood Affairs Bureau of the Cooperation Zone will no longer accept their applications for relevant subsidies under these Measures. Cases that constitute illegal or criminal activities shall be referred to the appropriate legal authorities.
Article 23.
Application Guidelines
The Livelihood Affairs Bureau of the Cooperation Zone will develop and implement application guidelines for these Measures.
Article 24.
Right of Interpretation
The Livelihood Affairs Bureau of the Cooperation Zone reserves the right to interpret these Measures.
Article 25.
Effective Date and Validity Period
These Measures shall come into effect on January 1, 2025, and shall remain valid for three years.
If approved funds remain unpaid upon the expiration of these Measures, disbursement shall continue until fully executed.

National-level permanent literary and artistic awards refer to honors bestowed through nationwide evaluations of individuals and works in the literary and artistic fields, which include the following categories:
1. The National “Five Best Ones Project” Awards for Ethical and Cultural Progress, including awards for films, television dramas (series), theatrical plays, books, theoretical articles, songs, and radio dramas;
2. The Wenhua Awards (Individual Categories) of the Government Cultural and Art Awards of China, including the Wenhua Playwriting Award, the Wenhua Directing Award, the Wenhua Choreography Award, the Wenhua Music Composition Award, the Wenhua Stage Design Award, and the Wenhua Performance Award;
3. The China Radio, Film, and Television Awards, including the Huabiao Awards for films and the Flying Apsaras Awards for TV dramas;
