Chapter I
General Provisions
Article 1.
Purpose of the Regulations
With the purpose to implement the Master Plan for the Construction of Guangdong-Macao In-Depth Cooperation Zone in Hengqin, apply the new development philosophy, and forge a new development paradigm, these Rules are formulated based on the actual conditions of the Cooperation Zone. The goals are to construct a safe, reliable, green, high-efficient, and intelligent modern power grid; to regulate the behavior of market entities related to power supply and use; to optimize the electricity business environment; and to support the high-quality development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Cooperation Zone”).
Article 2.
Scope of Application
These Rules apply to the planning and construction of electric power facilities, the power supply and utilization, the power safety and emergency response, and the related supervision and management activities within the Cooperation Zone.
Article 3.
Definitions
The following terms are defined for the purposes of these Rules:
1. Electric power facilities refer to both existing and under-construction power generation facilities, substations, power line facilities, power communication facilities, and related auxiliary facilities, including renewable energy generation facilities such as hydro, wind, photovoltaic, solar, and hydrogen energy, as well as public charging stations, battery swap stations, charging piles, energy storage facilities, and their auxiliary facilities. In particular, the power supply facilities are defined as those on the power source side of the property rights boundary, while the power receiving facilities are on the load side, referring to the power facilities from the user’s property rights boundary to the outgoing switch for power distribution.
2. Market entities related to power supply and utilization refer to entities involved in power supply and utilization activities, including power supply enterprises, power users, and relevant units engaged in the construction and installation (repair, testing) of electric power facilities.
3. Locations for installing power supply facilities refer to the buildings, land, pathways, or other sites required for the construction or installation of power supply facilities such as transformers and switch cabinets.
4. Power users (hereinafter referred to as “users”) refer to the power consumers that legally establish power supply and utilization contracts with power supply enterprises. Among them, “residential users”, excluding those constructed with fiscal funds, refer to power consumers applying for a capacity of less than 200 kilowatts; “temporary users” are those requiring temporary power due to non-permanent needs such as infrastructure construction sites, farmland water conservancy, and municipal construction; “important users” are power consumption units that hold significant positions in the social, political, and economic life of a country or a region (city), where power interruptions could cause personal injury, substantial environmental pollution, significant political impact, major economic losses, or severe disruption of public order, or those locations requiring special reliability in power supply.
Article 4.
Basic Principles
Coordinated Planning. Comprehensive consideration shall be given to the level of economic development, urban construction needs, energy resource endowments, and basic conditions, to reasonably layout the power grid, promoting resource and energy conservation and comprehensive utilization through prior planning followed by construction.
Integration and Innovation. The regional and policy advantages of the Cooperation Zone shall be fully utilized to promote the integrated development of power supply services, to encourage and support innovations in technology and service models in the power supply and utilization sector, and to advance the development of intelligent power grids.
Energy Conservation and Low Carbon. Users shall be guided to adopt new concepts regarding energy consumption, encouraged to save electricity, and prompted to actively participate in green electricity market transactions. Efforts shall also be made to promote electricity substitution across various sectors and to promote the application of new technologies, materials, and devices that are energy-saving and environmentally friendly. The construction of distributed power sources and microgrids shall be encouraged to achieve the full absorption of clean energy.
Convenience and Efficiency. Diverse electricity needs for livelihoods shall be met, the electricity business environment shall be optimized, and convenient electricity conditions shall be provided for power users in the Cooperation Zone to promote the economic development of the Cooperation Zone.
Article 5.
Administrative Management Responsibilities
The Commercial Services Bureau of the Cooperation Zone shall be responsible for guiding, coordinating, and supervising the management of power supply and utilization within the Cooperation Zone. This includes organizing the preparation and implementation of relevant special plans for the Cooperation Zone power grid, promoting the development of intelligent power grids, coordinating relationships among market entities related to power supply and utilization, supervising power safety and emergency response work, and conducting power administrative law enforcement in accordance with the law.
The Urban Planning and Construction Bureau of the Cooperation Zone shall be responsible for incorporating relevant special power grid plans into the detailed regulatory plan. It shall coordinate the planning and construction of power supply facilities along with other public facilities and ensure that space for the installation of power supply facilities is reserved in new, renovated, or expanded public facilities as required by law. The Urban Planning and Construction Bureau shall also approve the installation sites for power supply facilities within the municipal scope for new, renovated, or expanded projects, promote the integrated review and approval of power facilities and cable channels outside the building red line with municipal construction projects, and conduct administrative approvals for power engineering works in accordance with the law.
The Statistics Bureau of the Cooperation Zone shall be responsible for incorporating the content of power development into the overall development plan of Hengqin, optimizing the electricity business environment, and performing work related to power supply and utilization in accordance with the law.
Article 6.
Power Supply Enterprises
Power supply enterprises shall be responsible for power supply operations within the Cooperation Zone, establishing a demonstration of a new type of power system, continuously improving the level of grid intelligence, and ensuring the safe, reliable, and economical operation of the power grid.
Power supply enterprises shall establish a one-stop power supply service institution to handle electricity connection applications and provide various basic power supply services, including metering, meter reading, and billing, and shall be subject to supervision.
Article 7.
User Obligations
Users shall ensure safety, reasonableness, and energy conservation in power utilization in accordance with laws and regulations and the stipulation agreed upon in the power supply and utilization contracts, and shall not infringe upon the lawful rights and interests of others or the public good.
Chapter II
Power Grid Planning and Construction
Article 8.
Preparation of Power Grid Planning
The Commercial Services Bureau of the Cooperation Zone shall organize relevant departments and power supply enterprises to jointly prepare special plans related to the power grid of the Cooperation Zone. The special plans for the power grid shall comply with relevant national and provincial standards and norms, fully consider the resource and environmental carrying capacity, and meet the requirements for urban construction and management.
Special plans for the power grid shall include the locations of substation facilities and distribution facilities, electric line facilities and corridors, electric communication facilities, underground cable channels, and related auxiliary facilities. Special plans shall also delineate the scope of the control area for power grid planning.
The Urban Planning and Construction Bureau of the Cooperation Zone shall be responsible for incorporating the main content of the special plans for the power grid into the detailed regulatory plan and ensuring coordination with other plans.
No units or individuals shall make unauthorized changes to approved special plans for the power grid. In cases where modifications are required, the competent authorities of the industry shall propose a modification plan and, after following the appropriate approval procedures, the Urban Planning and Construction Bureau of the Cooperation Zone shall make adjustments in a timely manner within the detailed regulatory plan.
Article 9.
Implementation of Special Plans for the Power Grid
The Urban Planning and Construction Bureau of the Cooperation Zone shall, based on the special plans for the power grid, reserve land, corridors, and channels for electric power facilities relevant to power construction projects and exercise control and protection. No units or individuals are permitted to illegally occupy these areas.
The planning and construction of facilities such as highways, railways, urban roads, urban underground pipelines, tunnels, public utility ducts, bridges, and comprehensive pipe corridors shall reserve the locations for electric power facilities in accordance to the special plans for the power grid, and simultaneously constructing cable tunnels (trenches) as supporting infrastructure.
For newly constructed or renovated residential areas, commercial streets, and industrial parks, the construction units shall reserve land, buildings, and channels for public electric power facilities according to the final electricity demand. The design plans for construction projects must clearly specify the load development levels, the location, type, area, and quantity of power supply facility spaces (land).
Public facilities funded by public finances, including libraries, sports venues, cultural centers, and waste collection stations, shall incorporate spaces for power facilities into their architectural designs. These public facilities shall include municipal supporting infrastructure such as street lights, landscaping, and public charging stations, while also allocating necessary land for power supply facilities as per established standards.
Construction units shall submit their engineering design plans to the Urban Planning and Construction Bureau of the Cooperation Zone. The Urban Planning and Construction Bureau shall establish a liaison mechanism with power supply enterprises during the approval process of engineering design plans to ensure the scientific and reasonable design of power facility spaces.
Article 10.
Construction Methods for Power Supply Facilities
Power supply enterprises shall be responsible for the investment and construction of power supply facilities, which shall be uniformly maintained and managed. Upon fulfilling the relevant construction procedures as mandated by law, power supply enterprises may undertake the construction, renovation, or expansion of power supply facilities.
For the construction of power lines within the Cooperation Zone, where conditions permit cable laying, the underground cable installation method shall be adopted in principle. The cable tunnels (trenches) shall be pre-invested and constructed by the Urban Planning and Construction Bureau of the Cooperation Zone or its entrusted enterprises in accordance with the special plans for the power grid. Construction units shall take necessary measures to prevent issues such as water accumulation, sedimentation, sewage backflow, pipeline blockage, and damage to utility corridors and auxiliary facilities in the cable tunnels (trenches). Once completed, the cable tunnels (trenches) shall be used free of charge by power supply enterprises which shall assume the responsibility for their daily maintenance and management.
Land for common substations, switching stations (ring main rooms), outdoor switch cabinets, and distribution rooms shall be provided free of charge by the Urban Planning and Construction Bureau of the Cooperation Zone to power supply enterprises. Land use that complied with the national Allocated Land Catalogue shall undergo approval procedures conducted by the power supply enterprises in accordance with the law.
Article 11.
Standards for the Location of Power Supply Facilities
New power supply facilities within the Cooperation Zone shall be positioned above the government-designated flood protection elevation (Yellow Sea datum 4.45m) and must meet relevant construction quality, fire safety, security, independent operation and maintenance, and installation and maintenance access requirements. Locations for power supply facilities that meet flooding elevation requirements and are situated on the first floor or above of buildings may have their corresponding area excluded from the floor area ratio.
Power supply enterprises shall participate in developing the standards for the location of power supply facilities, including but not limited to the quantity, position, area, space, construction standards, cable routes and relevant premises related to the installation of switch stations (ring main rooms), distribution rooms, and electric metering devices.
Article 12.
Provision, Maintenance, and Use of Locations for Power Supply Facilities
Non-residential users shall provide power supply enterprises with locations compliant with standards for power supply facilities, free of charge, in accordance with the relevant power grid planning and final electricity demand capacity.
Except as otherwise agreed upon in the power supply and utilization contracts, non-residential users shall, in principle, be responsible for the maintenance and management of the locations for power supply facilities, and shall take necessary measures to prevent incidents of fire, flooding, interference, or theft that could affect normal power supply operations.
In the event that poor maintenance, unforeseen incidents, or emergencies may threaten the safety of power supply facilities, power supply enterprises may perform repairs and maintenance on the locations for power supply facilities, with costs incurred to be borne by the non-residential users.
Should power supply enterprises utilize these locations for power supply facilities to construct power supply facilities, circumstances such as the transfer of property rights of the location, changes in users, or termination of electricity supply shall not affect the continued use of the location by power supply enterprises. Relevant units and individuals shall provide necessary convenience for power supply enterprises and their staff to conduct inspections, meter reading, and maintenance of power supply facilities.
Due to public interest requirements, if power supply enterprises use power supply facilities to connect to third parties for power supply, users shall provide necessary convenience, such as passage for line connections.
Article 13.
Interfaces for Investmentin Power Supply Facilities and Power Receiving Facilities
Power supply facilities shall be constructed, maintained and managed by power supply enterprises, while power receiving facilities shall be invested, constructed, maintained and managed by users.
Users obtaining permanent formal electricity supply permits within the Cooperation Zone shall, in principle, use a voltage supply of 380/220 volts. Industrial electricity users requiring an installed capacity for electricity supply exceeding 315 kilowatts may choose between 380/220 volts or 20 kilovolts.
For users supplied with 380/220 volts within the Cooperation Zone, the connection point at the outlet terminal of the user’s main switch for 380/220 volts shall be regarded as the boundary point.
For users utilizing 20 kilovolts in the Cooperation Zone, the specific boundary of property rights for electric power facilities shall be stipulated in the power supply and utilization contracts. The following users shall be responsible for the investment and construction of their transformers and other power receiving facilities:
1. Users in specific industries for which the state has issued power supply standards, such as airports, railways, and subways;
2. Users in industries restricted by the state or those with overcapacity;
3. Users in industries requiring special safety measures, such as mining and hazardous chemicals;
4. Centrally-planned residential complexes and the residential parts of commercial-residential complexes;
5. Temporary electricity users;
6. Other users with special requirements regarding supply voltage levels and power quality.
Article 14.
Relocation of Power Supply Facilities
When construction units need to relocate, remodel, or implement protective measures on existing power supply facilities, prior consultation shall be conducted with the property owner of the power supply facilities, and the necessary engineering costs shall be borne by the construction units. In cases where relocation of power supply facilities is required, a new location for the power supply facilities shall also be provided.
Article 15.
User’s Autonomy in Selecting Power Receiving Facility Construction
Users shall have the autonomy to select the design, construction, supervision, and supply of equipment and materials for their power receiving facility construction. Power supply enterprises shall not designate participating units or material suppliers for users’ power receiving facility construction and shall not unlawfully interfere with users’ power receiving facility constructions.
The units and personnel selected by users for the supply, design, installation, maintenance, testing, supervision of equipment and materials for the power receiving facility construction shall meet relevant qualifications and comply with applicable standards. They shall be responsible to users within their respective responsibilities, and ensure that the project quality meets national standards and contractual agreements.
Article 16.
Technical Standards for Power Receiving Facility Construction
The design, installation, testing, and operation of newly installed, added, or remodeled power receiving facilities shall comply with relevant national standards. In cases of special requirements, consultation with the power supply enterprise shall be conducted to reach an agreement.
Power supply enterprises shall establish a dedicated information disclosure section on their portal websites and mobile applications to publicly announce typical design schemes and technical standards catalogs of the power receiving facility constructions, and technical requirements for relevant equipment and facilities. Any changes shall be updated within ten working days from the date of the change.
Article 17.
Acceptance of the Power Receiving Facility Construction
The power receiving facility construction for residential users shall be implemented by qualified electrical personnel. Upon completion, acceptance by the power supply enterprise shall be required before the installation of meters and connection to the power supply.
Article 18.
Supervision of the Power Receiving Facility Construction
The construction of the power receiving facilities for non-residential users shall be subject to comprehensive supervision throughout the design and construction phases.
The power supervision unit entrusted by the users shall be responsible for conducting design reviews of the power receiving facility projects within the scope of its qualifications, participating in and supervising intermediate inspections of concealed works, and overseeing the acceptance of completed power receiving facility projects. It shall also issue a supervision report, providing clear supervision opinions on the following matters:
1. Whether the qualifications of the design, construction, and testing units meet project construction requirements;
2. Whether the design of the power receiving facilities is qualified;
3. Whether the intermediate inspections of concealed works and final acceptance are compliant and qualified;
4. Whether self-inspections or third-party tests of the power receiving facilities are compliant and qualified;
5. Whether the power receiving facilities can meet safety connection requirements.
Article 19.
Relocation, Replacement, and Addition of the Power Receiving Facilities
If a user needs to relocate, replace, or add power receiving facilities after connection to the power supply, the user shall obtain consent from the power supply enterprise in accordance with national regulations and shall reapply for connection to the power supply upon completion of the modifications. Without the consent of the power supply enterprise, users shall not relocate, replace, or add receiving facilities.
Article 20.
Construction of Charging Infrastructure
New residential areas, large public buildings, and public parking lots shall be constructed in accordance with national regulations regarding charging facilities. Provisions for supporting facilities and spaces for the construction and installation of charging facilities must be reserved, and the required ratio for the construction or reservation of charging infrastructure shall be strictly followed to ensure charging facilities’ compliance with relevant technical standards.
For new residential developments, 100% of fixed parking spaces shall be equipped with charging facilities or reserved for installation conditions by the developers. When reserving installation conditions, necessary power supply facilities such as pipelines and cable trays shall be constructed to the parking spaces to meet direct meter connection requirements. Charging service providers and property management companies are encouraged to participate in the construction of charging infrastructure in existing and newly built parking lots.
The Urban Planning and Construction Bureau of the Cooperation Zone shall review the ratio of charging infrastructure during the issuance of relevant planning permit of construction engineering and shall include the construction of charging infrastructure in the overall project acceptance scope.
Article 21.
Grid Connection of Distributed Power Supply and Energy Storage
Power supply enterprises shall continuously enhance the intelligence level of the power grid to accommodate the on-site consumption of legally constructed and standard-compliant distributed power supply and the flexible integration of diversified loads such as new energy storage. Users of distributed power supply and energy storage shall submit applications for grid connection to the power supply enterprises and negotiate to determine the grid connection plan.
In cases where users of distributed power supply need to modify electric power facilities for grid connection, the investment and modification interface shall be determined according to the ownership of the electrical facilities. If land adjustments are involved, the relevant grid planning shall be legally modified, and the Urban Planning and Construction Bureau of the Cooperation Zone or the user shall reserve the necessary land.
Chapter III
Power Supply and Utilization
Article 22.
Application for Power Utilization
Power supply enterprises shall provide users with application materials for opening electricity accounts free of charge at their business locations, on their portal websites, and through mobile applications. The procedures, systems, and fee standards for power use shall be publicly announced at their business locations.
Users may submit applications for electricity supply and account opening documentation through websites, software terminals, or in-person visits, based on their actual power consumption needs, to establish an electricity supply account.
For account opening applications, users shall submit the following supporting documents to the power supply enterprise:
1. Identification documents of the user; if the power utilization application or business change is handled by an agent, the agent shall submit a power of attorney from the user along with identification documents of the authorized representative;
2. Documents that prove the user’s right to use the electricity address.
Article 23.
Temporary Power Utilization
Applications for opening temporary electricity accounts for infrastructure construction sites, farmland water conservancy, municipal construction, etc., shall be submitted by the construction unit, along with their identification documents and relevant approval documents for construction work or projects.
The applied duration of temporary electricity use shall generally not exceed three years. If there is a need for an extension of temporary electricity use upon expiration, users shall submit an application for extension to the power supply enterprise in advance.
During the period of temporary electricity use, users shall strengthen safety management and shall not exceed the scope of temporary electricity use, transfer electricity to others, or assign the account to other users.
Article 24.
Verification and Assessment of Power Utilization Information
Users shall be responsible for the authenticity and legality of the materials provided in the application for electricity use. Power supply enterprises shall verify users’ applications and electricity demands.
Relevant departments of the Executive Committee of the Cooperation Zone shall provide necessary convenience and support for power supply enterprises in verifying user information in accordance with the law.
Article 25.
Establishment of Power Supply and Utilization Contracts
Users who apply for electricity installation and meet the conditions for power delivery shall, upon mutual agreement with the power supply enterprise, lawfully sign a power supply and utilization contract before actual power delivery can occur.
The contracts of power supply and utilization shall include the following clauses:
1. Power supply method, voltage, power supply quality, and planned delivery time;
2. Electricity capacity, electricity address, nature of electricity use, and purpose of electricity;
3. Metering method, electricity price standards, and settlement and payment methods for electricity bills;
4. Location for the installation of power supply facilities;
5. Construction standards for the user’s power receiving facilities;
6. Division of maintenance responsibilities for power supply and utilization facilities and of power safety responsibilities;
7. Effective duration of the contract;
8. Liability for breach of contract;
9. Other terms that both parties deem necessary to stipulate.
Power supply enterprises that sign standard form contracts for power supply and utilization with users shall not violate the mandatory provisions of laws and administrative regulations.
Changes or termination of the power supply and utilization contracts shall be processed in accordance with the relevant laws and administrative regulations.
Article 26.
Conditions for Power Delivery
Users may schedule a connection for power supply from the power supply enterprise upon meeting the following conditions, which shall be implemented by the power supply enterprise:
1.The user has signed a power supply and utilization contract with the power supply enterprise and has paid the required advance electricity fees, submitted a bank guarantee, or installed a pre-purchased electricity device;
2. Non-residential users have provided the location for the installation of power supply facilities as stipulated in these regulations;
3. The submitted supervision report or project acceptance report clearly states that the power receiving project has passed inspection and that the power receiving facilities can safely connect to the power supply;
4. All other relevant fees mandated by national regulations have been paid.
Article 27.
Special Power Demand
Important power users shall be equipped with emergency power supply or self-installed backup power sources in accordance with national regulations. If the power supply of an important power user is interrupted due to an accident and the self-provided emergency power source fails to activate, the power supply enterprise shall provide necessary support and prioritize the restoration of power supply.
Other users with special requirements for power quality and supply continuity may submit applications to the power supply enterprise. The power supply enterprise shall negotiate with the users to determine a specific power supply plan based on necessity and the feasibility of the power grid, which shall be stipulated in the power supply and utilization contract. If negotiation fails, users shall independently install backup power sources, uninterruptible power supplies, or take measures for voltage stabilization.
Article 28.
Sub-metering for Power Supply
For users who do not meet the conditions for direct power supply, construction units, property management companies, property owners, etc., may act as power users. The power supply enterprise shall uniformly read meters and charge these entities, which may then charge their terminal users accordingly.
The electricity fees paid by construction units, property management companies, and property owners shall be equitably shared among all terminal users. The daily operation and maintenance costs of common areas and shared facilities may be collected through property management fees. It is prohibited to arbitrarily increase the electricity price standards for terminal users or to charge them repeatedly under the guise of electricity service fees.
Article 29.
Power Conservation
Power supply enterprises shall actively cooperate in implementing electricity demand-side management by utilizing modern information technology, fostering energy service, and implementing demand response strategies to promote supply-demand balance and energy conservation.
Users shall enhance energy-saving management, optimize electricity usage, and actively utilize energy-efficient technologies and products. Relevant users are encouraged to cooperate in effective aggregation management of the electricity load, strengthen awareness of green electricity consumption, actively participate in green electricity market transactions, and reduce energy consumption.
Article 30.
Protection of Power Utilization Information and Power Grid Data
Power supply enterprises shall facilitate users in querying their electricity usage information and shall enhance the protection of user electricity information.
Power supply enterprises and relevant units shall conduct data processing activities related to the power grid in accordance with the law, take necessary measures to ensure the security of power grid data, and encourage the lawful, reasonable, and effective use of power grid data.
Chapter IV
Power Safety and Emergency Response
Article 31.
Safety Responsibilities
Power supply enterprises, users, and other relevant units and individuals shall comply with laws and regulations related to power supply and utilization and safety production. They shall assume responsibilities for maintenance, management, and safety in accordance with the principle of “ownership entails responsibility”.
Power supply enterprises and non-residential users shall establish a dual prevention mechanism for the hierarchical control of safety risks and hidden danger investigation and management, improve risk prevention and resolution mechanisms, adopt advanced technologies, and implement scientific management measures to ensure the safe supply and utilization of electricity. They shall supervise and inspect the safety work of their own power supply and utilization, promptly eliminate electricity accident hazards, avoid accidents or mitigate losses, and ensure the safety of power supply and utilization.
Article 32.
Safety in Power Construction
Power construction units shall assume the responsibility for safety management regarding the construction safety and quality of power construction projects and shall handle project quality supervision procedures as stipulated by national regulations.
For electric power facilities in new centrally-planned residential complexes or commercial-residential complexes, medium-voltage switchgear shall be equipped with circuit breaker cabinets with automated switches featuring automatic fault isolation functions to prevent the expansion of fault accidents. If the construction unit fails to organize project completion acceptance or if the acceptance is not qualified, the project shall not be put into use without authorization.
Surveying and design units shall conduct surveys and designs in accordance with laws, regulations, and mandatory standards for power engineering construction.
Construction units shall strictly follow engineering design drawings or construction technical standards during construction. Construction units shall not cut corners or use substandard building materials, components, or equipment, and shall not subcontract or illegally re-subcontract.
The power supervision unit shall promptly request rectification or temporarily halt the construction work upon identifying safety hazards.
If the construction unit refuses to rectify the issues or fails to halt the construction, the power supervision unit shall report the situation to the relevant competent authorities in a timely manner.
Article 33.
Safety of Electric Power Facilities
The owner of electric power facilities shall strengthen the operation and maintenance management of such facilities and take appropriate measures to prevent and stop any behavior that endangers the safety of electrical facilities. Any organization or individual that discovers actions threatening the safety of electrical facilities has the right to stop such actions and report them to the competent authorities of the industry or public security authorities.
Electric power facilities are protected by national law, and any organization or individual is prohibited from engaging in activities that may harm these facilities. Organization or individual must not engage in mechanical excavation, pile driving, drilling, planting trees, digging pits, constructing buildings or structures, storing debris, or dumping hazardous chemicals within the legally designated protection zones of electrical cable lines.
In addition to the prohibited activities specified in the second clause, any construction operations within the legally designated protection zones of electrical cable lines that may jeopardize the safety of power supply facilities shall obtain approval from the relevant competent authorities and provide written notification to the power supply enterprise at least ten working days in advance. Safety measures must be implemented prior to commencing such operations.
If it cannot be confirmed whether there are buried cables underground, a qualified exploration unit must be entrusted to conduct detection beforehand. If it is necessary to carry out construction operations that cross the protection zone of electrical cables and lines, the provisions of the second and third clauses must be followed accordingly.
Article 34.
Electricity Safety of Users
Users shall establish and maintain power receiving facilities for electric power in accordance with national regulations and standards, install safety protection devices, eliminate equipment hazards, prevent electrical accidents, and avoid impacts on the power grid.
In the event of the following electrical accidents, users must promptly report to the power supply enterprise and take reasonable measures to prevent the escalation of the incident:
1. Fatal electrical shock;
2. Power outages leading to system blackouts;
3. Tripping of dedicated circuits or complete power outages;
4. Electrical fires;
5. Abnormal operation or fault maintenance of important power receiving facilities;
6. Backfeeding power to the electrical system during outages.
Article 35.
Electricity Safety for Temporary Activities
The organizer of temporary activities is responsible for ensuring electricity safety and bears the primary responsibility for electricity safety. The organizer must implement adequate safety protection measures to prevent electrical safety hazards, with cooperation from the management unit of the activity venue and oversight from the competent authorities of relevant industries.
If the event organizer requires temporary electric power during the activity, they must apply to the power supply enterprise for temporary electricity in accordance with regulations. If a guaranteed power supply is needed, the party requiring the guaranteed power supply must submit a request to the power supply enterprise, and both parties will sign a guaranteed power supply agreement that stipulates the contents of the guaranteed service, respective rights and obligations, safety responsibilities, fee standards, and liabilities for breach of contract. The power supply enterprise shall provide guaranteed supply services in accordance with the agreement.
Temporary activities that meet the criteria for significant events shall comply with the regulations outlined in the Notice of the National Energy Administration on Issuing the Regulations for Power Safety Assurance in Major Events (No. 18 [2020] of the National Energy Administration on Safety).
Article 36.
Electricity Emergency Response and Management
The Commercial Services Bureau of the Cooperation Zone shall, in accordance with its responsibilities, organize the formulation of emergency plans for various types of unforeseen incidents, specifically addressing large-scale power outages, extreme weather, fire accidents, and other situations that may jeopardize the safe and stable operation of the power grid. The Commercial Services Bureau shall establish an organizational command system, clarify division of responsibilities and emergency response procedures, and develop emergency support measures and reasonably allocating necessary repair resources, including personnel, finances, and materials.
Power supply enterprises shall establish and improve systems for emergency response and investigation of accidents. They must develop specific implementation plans based on the emergency plans for various incidents in the Cooperation Zone, equip emergency rescue teams and emergency equipment, and regularly organize public awareness education and necessary emergency drills to ensure the stable and safe operation of electricity while enhancing disaster response capabilities. In the event of an incident, power supply enterprises must take measures to prevent further escalation of the incident, report to the Commercial Services Bureau of the Cooperation Zone and other relevant departments, and cooperate with the investigation and handling of the accident as required by law.
Non-residential users shall establish and improve their emergency management systems for electricity safety, equip necessary emergency rescue equipment and facilities, and conduct regular inspections and maintenance to ensure normal operation. Important power users such as administrative agencies, ports, hospitals, schools, three prevention facilities (fire, water, and lightning protection), rail transit, major tourist attractions, and sports venues shall establish accident emergency rescue teams to conduct regular emergency drills to enhance emergency response capabilities.
Chapter V
Supervision and Management
Article 37.
Orderly Electricity Management
The Commercial Services Bureau of the Cooperation Zone shall formulate an orderly electricity management plan in accordance with laws and regulations and make it publicly available in a timely manner.
During the implementation of the orderly electricity management plan, power supply enterprises shall optimize orderly electricity measures, strive to meet users’ reasonable demands, and minimize power restrictions’ impacts. Users shall enhance energy-saving management and take corresponding measures as required. The Commercial Services Bureau of the Cooperation Zone shall supervise and inspect the implementation of the plan.
Article 38.
Power Supply Reliability Management
The Commercial Services Bureau of the Cooperation Zone is responsible for the supervision and management of power supply reliability within its jurisdiction.
Power supply enterprises and users shall conduct power supply reliability management in accordance with the law.
Power supply enterprises shall strengthen power supply reliability management, establish and improve management systems for electrical safety hazards and power supply security, and legally assume maintenance and safety responsibilities for the power supply facilities within their property rights. Power supply enterprises shall enhance inspection and maintenance to timely eliminate equipment defects and hazards so as to ensure the safety of power supply.
Article 39.
Investigation of Electricity Safety Hazard
The Commercial Services Bureau of the Cooperation Zone shall supervise and manage users’ implementation of electrical reliability management regulations, guide important power users to inspect and maintain their electrical equipment, and timely eliminate safety hazards.
Users shall legally strengthen electricity safety management, use electrical equipment that meets standards, and conduct inspections and repairs on their equipment to promptly eliminate safety hazards. Non-residential users shall accurately record the status of hazard remediation.
Important power users shall establish, improve, and implement management systems for safe electricity use. In the event of discovering significant electrical hazards, important power users must promptly report relevant situations to the competent authorities of the industry and power supply enterprise, and take measures to eliminate hazards in accordance with applicable requirements.
Users shall bear corresponding responsibilities for any electrical safety incidents caused by their actions that affect the normal power supply to other users or result in other serious consequences.
Article 40.
Rectification of Electricity Safety Hazards
If users have the following significant safety hazards, power supply enterprises shall promptly report the situation to the Commercial Services Bureau of the Cooperation Zone for coordination of rectification, and suspend electricity supply to the user in accordance with national regulations:
1. The user’s electrical safety hazard poses risks to the safety of the power grid, potentially causing large-scale regional power outages;
2. The user’s electrical safety hazard could result in injury, significant property loss, major accidents such as fires, or environmental pollution;
3. The user is engaged in overdue or unauthorized temporary power utilization or has failed to implement safety management measures for temporary power utilization as required;
4. The user’s electric power facilities do not comply with relevant laws and regulations;
5. The user is utilizing electricity for illegal activities.
In addition to the above significant safety hazards, power supply enterprises may assess the safety and energy efficiency of users’ electric power facilities as needed and propose rectification suggestions. If violations of electricity utilization regulations or breaches of contract are identified, power supply enterprises have the right to issue a Notice of Electricity Violation or a Rectification Notice on Potential Safety Hazards, and users shall rectify the issues in a timely manner as required.
Chapter VI
Supplementary Provisions
Article 41.
Effective Date and Validity Period
These Rules shall come into force on September 1, 2023, and shall remain valid for five years. And theRules for Power Supply and Utilization in the Zhuhai Hengqin New Area of the China (Guangdong) Pilot Free Trade Zoneshall be simultaneously abolished.
