Preamble

General Secretary Xi Jinping shows great concern for the development and opening up of Hengqin. He has visited Hengqin several times and given important instructions. The development of Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Cooperation Zone”) is a major decision that General Secretary Xi Jinping personally planned, arranged, and promoted, an important move for in-depth implementation of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, a significant initiative to enrich the practice of “One Country, Two Systems” framework, and a great driving force for Macao’s long-term development, which is beneficial to Macao for maintaining long-term prosperity and stability and integrating into the overall national development. In September 2021, the Central Committee of the Communist Party of China and the State Council issued the Master Plan for the Construction of Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Master Plan”). This bright blueprint provided by the Master Plan marks the full implementation and accelerated progress of the development of the Cooperation Zone.

To fully and thoroughly implement General Secretary Xi Jinping’s important instructions and thoughts regarding the development of Hengqin through the joint efforts of Guangdong and Macao, as well as the deployment requirements of the Master Plan, this Master Plan of the Development of the Guangdong-Macao In-Depth Cooperation in Hengqin (hereinafter referred to as the “Master Plan of Development”) is hereby formulated as follows: This Master Plan of Development is an important basis for guiding the current and future development of the Cooperation Zone. The scope of the Cooperation Zone covers the customs supervision territory between the “first-line” and “second-line” on Hengqin Island, occupying a total area of 106 square kilometers. Of which, the boundary between Hengqin and the Macao Special Administrative Region (hereinafter referred to as “Macao”) is regarded as the “first-line”, while the boundary between and other areas within the customs territory of the People’s Republic of China (hereinafter referred to as the “Chinese mainland”) is regarded as the “second-line”. This Master Plan of Development covers a period up to 2035.

Chapter 1 The Beginning of a New Journey to Construct the Cooperation Zone

Section 1 Development Environment

In January 2009, the Central Committee of the Communist Party of China and the State Council made a decision on developing Hengqin. In September, the State Council approved the implementation of the Overall Development Plan of Hengqin. Through the joint efforts of many parties, Hengqin has transformed from a remote island with banana groves and sparse farmland into a hotbed of development and a frontier of openness. In Hengqin, the comprehensive strength has increased substantially. Its regional GDP grew from 285 million RMB in 2009 to 46.179 billion RMB in 2022, with an average annual growth of about 31.4%; institutional innovations have been deeply advanced, with over 600 reform and innovation results implemented cumulatively; the results of industrial cooperation with Macao have become evident, with the number of Macao-invested enterprises in the cooperation zone reaching 5,323; the integration of livelihood services has been accelerated, and urban construction has also been gradually improved. Meanwhile, the real economic development of Hengqin is still insufficient, and its distinctive features for serving Macao are not evident enough. There is still room to enhance Hengqin’s integration with Macao, making the promotion of diverse industrial development in Macao a vital and arduous mission.

China today has shifted to a stage of high-quality development and is steadily advancing the Chinese-style modernization. As the Belt and Road Initiative being solidly promoted and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area being progressing, the awareness and enthusiasm of all sectors of Macao society for the diverse development of industries have significantly increased, providing new opportunities for the Cooperation Zone’s integrated development with Macao. At the same time, the world is undergoing unprecedented changes unseen in a century, with accelerating transformations in the global governance system and the international order. In this context, economic globalization is encountering setbacks and the Cooperation Zone, being at the frontier for China’s reform and opening up, is confronted with more complex and volatile changes, along with pronounced risks and challenges from the external environment.

Section 2 General Requirements

This Master Plan of Development is formulated with the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology. It fully implements the guidelines of the 20th CPC National Congress, solidly promotes Chinese-style modernization, adheres to the general principle of pursuing progress while ensuring stability, and implements the new development philosophy in a complete, accurate, and comprehensive manner. It will accelerate the establishment of a new development pattern, focus on promoting high-quality development and balance development and security. Centered on promoting the moderate diversification of Macao’s economy, this Master Plan of Development shall uphold the principle of “One Country, Two Systems” policy, act in accordance with the rule of law, and adhere to the emancipation of the mind, reform, and innovation. It will continue to promote mutually beneficial cooperation, openness and inclusivity, while innovating and improving policies and measures that drive the integration of Hengqin and Macao. By enriching and expanding the scope of cooperation, the Master Plan of Development aims to adopt more effective measures for opening up to advance the in-depth cooperation between Guangdong and Macao and put great efforts into developing new industries that promote the moderate diversification of Macao’s economy, expedite the construction of new homestead facilitating the life and employment of Macao residents, construct a highly open, integrated system with Macao. It shall continuously improve the new system for joint consultation, construction, management, and sharing between Guangdong and Macao, support Macao in better integrating into the country’s overall development, and give Macao a new impetus for the stable and sustained practice of “One Country, Two Systems” policy.

Section 3 Development Objectives

By 2024, as of the 25th anniversary of Macao’s return to the motherland, the mechanism of mutual discussion, joint construction, joint administration, and shared benefits between Guangdong and Macao will run smoothly with higher operation efficiency of the Cooperation Zone’s Management Committee and Executive Committee. Member entities of the Management Committee will provide robust support and dispatched institutions of Guangdong Province will coordinate their efforts efficiently for developing the Cooperation Zone. Innovation factors will be brought together noticeably. Research and development (R&D) spending as a percentage of local GDP will increase significantly, and high-caliber personnel, innovative enterprises, and scientific research platforms can be attracted to settle in the Cooperation Zone. Distinctive industries will grow at a faster pace. The value added of scientific and technological research and development and high-end manufacturing industries, traditional Chinese medicine and other Macao branded industries, cultural tourism, convention and exhibition, and commercial and trade industries, and modern financial industry (hereinafter referred to as the “Four New” industries) will substantially rise to 55% of local GDP. Public services and the social security system will match with those of Macao in an orderly manner. Problems affecting people’s lives, such as employment, entrepreneurship, education, and medical care, will be basically solved. Macao residents in the Cooperation Zone will considerably increase, with about 5,000 Macao residents working, and about 20,000 living in the zone. Special customs operations will be carried out. The framework for integrated development of areas like Hengqin and Macao industries, infrastructure, and livelihood services will be preliminarily established. The support for promoting the moderate diversification of Macao’s economy will deliver initial results, with 8,000 Macao-funded enterprises by the end of the period and an added value of 2 billion RMB in Macao-funded industries.

By 2029, the 30th anniversary of Macao’s return to the motherland, a system of highly coordinated economies and deeply integrated regulations between the Cooperation Zone and Macao will be fully established. This will be seen in the following aspects: The market access system and social security system will be efficiently connected; cross-border movement of essential factors will operate efficiently and conveniently, with the electronic fence system and cross-border financial management system well-established; the system for goods featuring “first-line open, second-line controlled” will operate with efficiency, and the entry and exit for people will be highly facilitated; specialized industries will be well-developed, with the added value of the “Four New” industries accounting for about 65% of local GDP. The social services in the Cooperation Zone will also be upgraded. Public services and the social security system will be improved, ensuring 78,000 government-subsidized housing units, an average of 12.5 years of education among the working-age population, and six hospital beds per thousand people in medical and healthcare institutions. The level of Hengqin-Macao integrated development will be further elevated, with industrial parks such as the Macao Branded Industrial Park and more Macao-style residential neighborhoods completed. It is projected to have about 40,000 Macao residents working, and about 60,000 living in the Cooperation Zone. In addition, prominent progress will be made in promoting the moderate diversification of Macao’s economic development, with 25,000 Macao-invested enterprises by the end of the period and an added value of 9 billion RMB contributed by Macao-invested industries.

By 2035, the advantages of the “One Country, Two Systems” policy will be fully demonstrated. The Cooperation Zone’s economic strength and technological competitiveness will be greatly enhanced, making it a robust growth pole in the Guangzhou‑Zhuhai‑Macao science and technology innovation corridor. The public services and the social security system will operate effectively, ensuring that Hengqin and Macao residents have access to quality child care, education, medical care, elderly care, and affordable housing. The Hengqin-Macao integrated development will be perfected, facilitating the free and convenient flow of resources between the two regions. It is projected to have about 80,000 Macao residents working, and about 120,000 living in the Cooperation Zone. The “Four New” industries will provide a strong foundation for the diverse industrial development in Macao and the goal of promoting the moderate diversification of Macao’s economy will be largely achieved.

Chapter 2 The Construction of a New Framework for Overall Development of Hengqin-Macao Integration

Section 1 Optimize the Overall Development Framework

This Master Plan of Development will extending the close historical ties between Hengqin and Macao, and establish a general development framework of “cross axis belt and three major areas”, with the aim to transit “shared origins of Hengqin and Macao” to “Hengqin-Macao integration”.

—— Cross axis belt. Along the bank of Tianmu River, a development axis shall be created, connecting innovation carriers, industrial R&D and production space, and public service platforms in Hengqin and Macao. This axis will connect eastward to Macao and, via the Hong Kong-Zhuhai-Macao Bridge, to Hong Kong, while extending westward through Jinhai Bridge to integrate with the west bank of the Pearl River, forming the Tianmu River urban center development belt for coordinated growth. Along the Shizimen Tunnel, multiple core areas around Macao, including the Hengqin Port, the University of Macau, the Hengqin Wharf, and the Financial Island, will be linked. The integrated development, construction, protection, and repair of waterfront areas will be advanced, forming a collaborative axis along both banks of the river that fosters integration and interaction between Hengqin and Macao.

——Three major areas. The Vibrant Core Area shall focus on fostering clusters of digital economy, high-end services, international commerce and trade, and modern finance. It shall establish new business models for the next-generation internet-based business forms, improve administrative, public, commercial, and business services, and develop cross-border e-commerce, offshore trade, and modern finance. Supporting ancillary facilities, such as central parks and talent apartments, shall also be built to develop a new city center for living and working. The Smart Industrial and Urban Area focuses on developing three major clusters: scientific and technological R&D, high-end manufacturing, and Macao branded industries. It shall make arrangements for scientific and technological infrastructure, build sci-tech incubation and innovation spaces, as well as specialized industrial parks. Key industries, such as integrated circuits and traditional Chinese medicine, shall be prioritized. Multi-level government-subsidized housing shall also be provided to build an integrated hub for innovation, industrial, and urban living. The Ecology, Health, and Leisure Area focuses on developing two clusters: cultural tourism and leisure, and conferences, rehabilitation and health maintenance. It shall plan for tourism and healthcare-related industries, enhancing functions such as international conferences, cultural exchanges, sports event tourism, rehabilitation, medical treatment, leisure, and health maintenance. This area will be developed into a core zone for an international leisure and tourism island.

Section 2 Create an Ecological Security Landscape

Creating “One Circle”. An ecological barrier shall be established around Hengqin Island to strengthen the ecological protection of the region along the Mangzhou-Erjing Bay-Shenjing Bay and the southern beach. Efforts shall be made to enhance the ecological protection and utilization of bays such as Changlan Bay, Dadong Bay, and Hengqin Bay through coordination with Macao’s Cheoc Van and Hac Sa Bay, shaping a water network where clear waters, green shores, and harmony between man and waters coexist. By integrating urban functions with coastal zoning, a bay landscape shall be created featuring wetland ecology, urban aesthetics, and spaces for leisure and recreation.

Developing “Two Cores”. A zoned and graded protection plan shall be implemented for Dahengqin Mountain and Xiaohengqin Mountain, creating an urban green core with functions including ecosystem conservation, forest recreation, and science popularization education. Dahengqin Mountain will be designated with strict protection zones, ecosystem conservation zones, and research, education and recreation zones, while Xiaohengqin Mountain will be constructed in segments into eco-parks and urban parks. A landscape corridor connecting the two mountains will also be constructed to showcase a variety of mountain landscapes with different forest types and seasonal changes.

Establishing “Multiple Corridors”. Ecological corridors connecting the Dahengqin Mountain, Xiaohengqin Mountain, and Tianmu River shall be built. This includes the construction of ring trails around the mountains, mountain cloud trails, and greenways along the Tianmu River and Shizimmen Tunnel. These will link forest parks, wetland parks, and waterfront parks, integrating blue and green spaces. These corridors will also link with Macao’s green and resilience axis, forming a continuous, comfortable, and accessible leisure and recreation network.

Section 3 Enhance the Development Control of Cities

Strengthening land use control. Territorial space plans and use control shall be strictly implemented and the spatial guidance and the management of various development and conservation activities shall be enhanced. Newly allocated construction land within the Cooperation Zone must directly serve and support the moderate diversification of Macao’s economic development. The improvement and adjustment of stock construction land to shift into the “Four New” industrial projects, government-subsidized housing and public service facilities shall be encouraged. A flexible and diverse land supply system shall be established, where industrial land supply may take the form of long-term leasing, lease-first-sell-later, a combination of leasing and selling, and flexible term supply. The proportions of land shall also be reasonably allocated, with 30%-45% designated for the “Four New” industries and 18%-25% for residential use.

Promoting overall urban design. With the vision of “Harmonious Hengqin-Macao Island: A Beautiful New Home”, a mountain-sea island city that integrates Hengqin and Macao shall be created. A distinctive zone of “Urban North, Wild South, Coexisting in Diversity” shall be shaped. With the creation of urban green corridors and ventilation channels, a mountain-island city where mountains are visible and water is accessible shall be formed: focusing on urban development, the “Urban North” integrates the landscape system of Xiaohengqin Mountain into the city’s functions, creating a vision of a “city within the mountain, mountain within the city”; aiming for protective development, the “Wild South” integrates urban construction into the ecological landscape of Dahengqin Mountain, depicting a scene of “mountains embracing the sea, and islands mirroring the bays”. Besides, three major urban interfaces will be developed: the urban center interface of the Tianmu River, the urban gateway interface of the Shizimen Tunnel, and the urban waterfront interface of Maliuzhou, each respectively shaping a distinct urban center, a diverse and integrated urban gateway, and a cityscape that resonates with Zhuhai. To support the urban design, scientific and reasonable standards for building height limit shall be established based on the Hengqin-Macao integrated development and aligned with Macao’s project management regulations. The authority of reviewing the building height limit, currently under Guangdong Province, shall also be transferred to the Cooperation Zone.

Developing and utilizing underground space. To implement the layered development and utilization of underground space while ensuring safety from floods and storm surges as well as drainage, efforts shall be made to promote the interconnection between underground and ground spaces. The goal is to build a convenient and accessible space network with a rich variety of functions. Priority shall be given to constructing urban infrastructure and public service facilities in the underground space, including transportation, fire control, municipal engineering, air defense and disaster prevention, emergency rescue, and environmental protection systems. Efforts shall also be made to explore land management reforms and innovation such as the vertical development of underground space and layered empowerment.

Chapter 3 The Development of New Industries to Promote the Moderate Diversification of Macao’s Economy

Section 1 Develop Scientific and Technological Research and High-end Manufacturing Industries

Collaborating with Macao to build scientific and technological innovation platforms. Relevant parties and units shall construct and operate scientific and technological innovation platforms, such as Hengqin Science City, and introduce major innovation platforms established by leading scientific research institutes both at home and abroad to the zone. They shall accelerate the development of a new generation of green brain-like intelligence supercomputing center, and support the Guangdong Institute of Intelligence Science and Technology (GDIIST) in establishing national laboratories. State Key Laboratories in Macao and other advantageous scientific research platforms shall be supported to build R&D centers and associated laboratories in the Cooperation Zone, with focus on fields such as microelectronics, smart city, translational medicine, advanced materials and new energy. These laboratories and platforms shall also be encouraged to jointly apply for undertaking national key scientific research projects. An international innovation incubation hub shall be developed and a group of professional and comprehensive bases for low-cost trial production and pilot-scale experiments shall be established, so as to create a global center for technology innovation and transformation. Key enterprises in the Cooperation Zone shall be supported in applying for state-level enterprise technology centers. Centers for scientific and technological exchanges and cooperation between China and Portuguese-speaking countries shall be built to carry out high-level international scientific and technological exchange activities.

Expediting the development of the characteristic microelectronic industrial chain. Relevant parties and units shall build specialized parks, such as the Guangdong-Macao Integrated Circuit Design Industrial Park. Leading enterprises shall be encouraged to introduce supporting enterprises or associated enterprises into the park and the implementation and production of key projects shall be accelerated to form clusters of integrated circuit design and manufacturing industries. Collaboration between integrated circuit enterprises in the Cooperation Zone and the State Key Laboratory of Integrated Circuits of the University of Macau shall also be promoted to jointly develop advanced testing technology and service platforms for integrated circuits, creating a comprehensive industrial chain encompassing “chip design-wafer fabrication-testing and inspection-terminal applications”.

Accelerating the cultivation of digital economy. Relevant parties and units shall establish digital economy industrial bases and upgrade digital infrastructure. An artificial intelligence integrated innovative environment shall be created, with a focus on applications in areas such as “internet plus health care” and intelligent driving. An environment for creating digital content shall be created by leveraging Macao’s regulatory environment, which aligns with international standards, and the application scenarios in the Cooperation Zone. These measures will drive real economy and urban development through big data, artificial intelligence and the Internet of Things.

Section 2 Develop Traditional Chinese Medicine and Other Macao Branded Industries

Establishing the world’s premium traditional Chinese medicine product manufacturing base and innovation high ground. Based at the Traditional Chinese Medicine Science and Technology Industrial Park of Co-operation between Guangdong and Macao (GMTCM Park), relevant parties and units shall establish and utilize advisory service centers of the Pharmaceutical Administration Bureau of Macao (ISAF) in Hengqin, explore regulatory innovation in traditional Chinese medicine, and carry out the “Macao registration plus Hengqin production” model in the Cooperation Zone. They shall build medical innovation, R&D, and transformation platforms with independent intellectual property rights and with Chinese characteristics. Projects, such as the traditional Chinese medicine preparations centers of medical institutions in Guangdong and Macao, shall be established and service platforms for preclinical research, clinical trials, contract research and development, and production of medicines shall be set up, by cooperating with Macao and Zhuhai to build traditional Chinese medicine laboratories. Public service platforms for the overseas registration of traditional Chinese medicine products shall also be built and operated; international trade of raw traditional Chinese medicinal materials shall be conducted through existing trading venues; the standardization and internationalization of traditional Chinese medicine shall be advanced; the registration and approval processes of the prepared Chinese medicines that are already available in Macao markets shall be simplified.

Promoting the development of Macao branded industry clusters. Relevant parties and units shall establish Macao-branded industrial parks and implement an “industrial upstairs” business model to attract and support Macao enterprises to set up operations within the Cooperation Zone. They shall also encourage brands and merchants including “Macao characteristic stores” to set up branches in the zone, thereby creating Macao characteristic food streets and fashion design streets, and expanding the market space for traditional brands in fields such as food, fashion, and handicrafts. Industrial chains of jewelry design, processing, and exhibition and sale shall also be developed and, by collaborating with Macao, a world-class rough diamond and precious stone trading hub shall be built. To facilitate the above initiatives, exhibition centers for the products shall be established to promote jewelry products featuring “made in Macao”, “Macao brands”, and “Macao designs”, aiming to highlight and promote the high-quality and characteristic brands of Macao.

Section 3 Develop Cultural Tourism, Convention and Exhibition, and Commercial and Trade Industries

Developing a high-standard international leisure and tourism resort. Macao shall be supported to enhance its role as a global tourism and leisure center. Policies to facilitate cross-regional traveling of international tourists shall be jointly formulated to advance mutual recognition and connection of the tourism standards and factors between Hengqin and Macao. International tourism brands shall be promoted by regularly releasing Hengqin-Macao tourism products, aiming to form fine tourism routes featuring “multi-destination” experiences. Immovable cultural relics from Hengqin and Macao shall be incorporated into tourism routes focused on the cultural heritage of the Guangdong-Hong Kong-Macao Greater Bay Area. Great efforts shall be devoted to developing tourism-related industries such as leisure and vacation, convention and exhibition, sports event tourism, stage performance, and yacht tourism. Other more specific efforts include the expansion and upgrade of Zhuhai Chimelong International Ocean Resort and hosting recreational or sports activities like music festivals and international circus festivals. Cultural and tourism festivals shall be organized with collaboration with Macao to create a premier tourism destination. Tourism resources on peripheral islands shall be explored and used with collaboration with Zhuhai and Macao enterprises shall be encouraged to invest in these island tourism industry and island projects. To support these island-related tourism plans, yacht wharves shall be constructed, new supervision modes for yacht entry and exit from Hong Kong or Macao shall be explored to facilitate cross-border pleasure boat travel between Guangdong, Hong Kong, and Macao. In-depth integration of “tourism plus culture” shall also be promoted to create new cultural and tourism consumption scenarios, and cultural and creative industries, including film and television, original art, animation, comics and games, internet culture, digital culture and devices, digital art and display, and e-sports, shall be advanced.

Creating a focused area of healthcare-related industries. Relevant parties and units shall deepen the integration of “tourism plus medical care” and develop healthcare-related industries, including leisure and health maintenance, rehabilitation, medical treatment, health management, high-end medical services, and high-end medical cosmetology. To support these industries, new models for integrating healthcare-related and insurance industries shall be explored, and a recreational and health care resort base in the Guangdong-Hong Kong-Macao Greater Bay Area shall be built by joining hands with Macao. Research and application of cutting-edge medical technologies such as clinical research on immune cells and stem cells shall be conducted. Eligible Macao-invested enterprises in the zone shall be supported to apply for the pilot programs for transporting human genetic resources from the Chinese mainland to Macao, and to carry out independent scientific research on human genetic resources within the Cooperation Zone.

Building an internationally influential exhibition platform. Relevant parties and units shall host high-standard international expos for premium consumer goods and world bay area forums. With well-planned resources and facilities such as hotels, conference, and exhibition centers within the zone, efforts shall be made in implementing the international exhibition projects featuring “one exhibition in two places” in the zone. Professional exhibitions and industry-themed exhibitions showcasing internationally renowned brands shall also be created in collaboration with Macao.

Fostering a new international trade center. By fully leveraging the functions of Macao as an economic and trade cooperation and exhibition center between China and Portuguese-speaking Countries, relevant parties and units shall establish a China-Portugal international trading center to provide platforms for commodity trading and display, as well as incubation services for small and medium-sized enterprises. Great efforts shall also be made in developing new business forms and models of foreign trade such as cross-border e-commerce and offshore trade, and facilitate transformation from traditional trade to digital trade. Trade headquarters of multinational companies and global traders shall be introduced to the zone, and initiative shall be taken to benchmark high-standard digital trade rules, aiming to develop into an international hub port for digital trade. Quality imported consumer product trading centers shall be established to further enhance the chain of catering, accommodation, transportation, tourism, shopping, and entertainment in Hengqin and Macao. These measures will help to attract the settlement of first stores and flagship stores of global and national brands, and create an industrial ecosystem for trading quality consumer goods.

Section 4 Develop Modern Financial Industry

Enriching the financial landscape of the Cooperation Zone. Under the premise of legal compliance, risk control, and voluntary business practices, relevant parties and units shall support the Cooperation Zone to establish various finance-related companies, including securities companies, fund companies, futures companies, credit rating companies, reinsurance companies, wealth management firms, and insurance assets management companies. The Cooperation Zone shall also be supported to launch trading in major commodities, intellectual property rights, and other factors, leveraging existing trading venues in the zone.

Proactively pursuing the development of modern financial industries such as asset management. Relevant parties and units shall work with Macao to gather and foster asset management institutions in the Cooperation zone so as to build business chains and ecosystems. Macao shall be supported in developing n international bond market denominated and settled in RMB and Macao Pataca. Agencies for financial leasing asset registration shall be established and leasing business of aircraft and high-end manufacturing equipment shall be promoted to develop innovative pilots for cross-border leasing, cross-border subleasing, and cross-border joint leasing. Social capital shall be encouraged to set up multi-currency venture capital funds and private equity investment funds, and explore programs for the transfer of equity shares in private equity and venture capital. These measures aim to expand market-oriented exit channels.

Expanding financial services in support of the industries in the Cooperation Zone.Relevant parties and units shall support institutions in Guangdong and Macao to jointly establish RMB overseas investment and loan funds in the zone. Under the premise of legal compliance, risk control, and commercial sustainability, cooperation with external investment institutions shall be encouraged to explore the “loan plus external direct investment” business model and others. Intellectual property securitization shall be regulated and the mechanism of intellectual property pledge financing shall be improved. Social capital shall be supported in establishing parent funds for culture and tourism, exhibition, and other industries according to the principle of marketization, and enterprises in industries related to culture and tourism, commerce and trade, and exhibition shall be encouraged to take out credit insurance. Financial institutions in the Cooperation Zone shall be supported to provide financial services, in compliance with laws and regulations, for the real economy to take forward offshore business.

Chapter 4 The Joint Construction of a Convenient New Homestead for Macao Residents’ Living and Employment

Section 1 Create a Favorable Employment and Entrepreneurship Environment

Supporting Macao youths to engage in innovation and entrepreneurship. Relevant parties and units shall expedite the construction of the second phase of the Macao-Hengqin Youth Entrepreneurship Valley to upgrade a range of maker spaces, incubation centers, and scientific research and innovation carriers, such as the China-Portuguese-speaking Countries’ Young Entrepreneur Innovation Base. This will offer Macao youths with more high-quality business startup spaces. Supports shall also be given to reinforce the Guangdong Innovation and Entrepreneurship Fund for Hengqin and Macao youth entrepreneurship projects and extend Macao’s specialized youth employment services to the Cooperation Zone. Besides, policies on the employment and entrepreneurship of Macao youths and activities such as internships and exchanges shall also be organized for Macao youths.

Creating a more attractive employment environment. Professionals with qualification for practice in fields such as finance, architecture, planning, design, environmental protection, and social work from Macao and other regions outside the Chinese mainland shall be permitted to offer services in the zone, provided they meet regulatory requirements and are properly registered. Their working experience outside the Chinese mainland can be regarded as equivalent to local experience. Permanent residents of Hong Kong and Macao who have obtained the qualification as Hong Kong tax advisors, Macao certified public accountants, or licensed accountants shall be permitted to register and engage in tax-related professional service institutions in the Chinese mainland. They will be permitted to jointly carry out tax-related business with mainland tax-related professionals.

Section 2 Establish a Multi-tiered Housing Support System

Facilitating the stable and healthy development of the real estate market. Relevant parties and units shall improve the multi-tiered housing supply policies and market control system to ensure the stability of land costs, housing prices, and market expectations. Land supply for commodity housing shall be strictly regulated; the supervision of pre-sale proceeds shall be enhanced; and a system for the sale of completed housing units for projects built on newly granted land shall be formulated. Relevant parties and units shall accelerate the development of the housing rental market, foster specialized housing rental enterprises, and repurpose idle housing stock into rental units. A mechanism for housing rental management services shall also be established or refined, aiming to gradually grant renters and purchasers of housing equal rights to access education resources and other public services.

Strengthening the construction of government-subsidized housing. Relevant parties and units shall enhance the supply of government-subsidized housing and develop a housing support system primarily focused on public rental housing, government-subsidized rental housing, and shared-ownership housing. Housing support eligibility shall be extended to include talents working in the zone, Macao residents, and mainland laborers working in Macao.

Creating a convenient and favorable environment for living. Relevant parties and units shall build more neighborhoods resembling those in Macao and extend Macao’s public services, including education, healthcare, elderly care, and employment support, to the Cooperation Zone. Measures to facilitate housing purchases for Macao residents shall be formulated. The development of community neighborhoods shall be enhanced with the establishment of diversified community service facilities. These efforts aim to create a convenient 15-minute living circle for different communities.

Section 3 Increase the Supply of High-Quality Educational Resources

Providing better education in the Cooperation Zone. Relevant parties and units shall increase the investment in public education resources and the enrollment of public schools within the Cooperation Zone. A differentiated, characteristic, and diversified education model shall be encouraged and realized by attracting high-quality resources from both within and outside the Chinese mainland to establish specialized schools. Supports shall be provided for schools catering to children of foreign nationals, international departments of public schools, and international private schools, and develop courses with international features to meet diversified needs.

Strengthening the synergies with the education resources in Macao. Relevant parties and units shall encourage elementary education providers in Macao to establish kindergartens, primary and secondary schools, and other institutions to accommodate Macao children. Paired exchanges and cooperation with Macao schools shall also be promoted to achieve joint development and sharing of quality education resources. Teachers from Macao who are dedicated to both the motherland and Macao and hold teaching qualifications for kindergarten or primary and secondary schools in Macao shall be permitted teach in the zone, provided they complete training, pass the examination, and obtain qualification certificates in accordance with the zone’s procedures. Students from Macao studying in the schools of Macao New Neighborhood shall enjoy the same benefits as those under the joint admission policy for recommended students from Macao by regular institutions of higher education in the Chinese mainland. Universities in Macao shall be encouraged to provide preferential enrollment support to students who take the college entrance examination in the zone.

Section 4 Improve International High-Level Medical Services

Building a regional medical service high ground. Relevant parties and units shall establish national-level regional medical centers and attract renowned domestic and international medical schools, hospital brands, high-level research and academic teams, and prominent doctors to set up medical institutions in the zone. Social capital inside and outside the Chinese mainland shall be encouraged to invest in specialized medical fields such as tumor, oral cavity, ophthalmology. Efforts shall also be made to facilitate the development of bases for inheriting and promoting various schools of traditional Chinese medicine as well as studios (or traditional Chinese medicine clinic) of renowned and senior traditional Chinese medicine practitioners. These efforts aim to continuously improve community medical services and enhance the diagnosis, treatment, and rehabilitation functions of primary medical institutions.

Strengthening cooperation in medical services between Hengqin and Macao. The two-way cross-border referral cooperation mechanism between Hengqin and Macao shall be perfected to achieve the feasibility of mutual recognition of health files, electronic medical records, and test results. These measures aim to build an integrated disease prevention and control system between Hengqin and Macao and enhance the capacity for joint response to public health emergencies.

Section 5 Strengthen Public Cultural and Sports Services

Improving public cultural and sports facilities. Relevant parties and units shall construct distinctive cultural and sports facilities, such as themed art museums, exhibition halls, multi-purpose gymnasiums, and sports parks, which will provide venues for enhanced cultural and sports exchanges and cooperation. Cultural relics and historical heritage, such as the Hengqin Chishawan Sand Dunes and the Portuguese inscriptions in Hongqi Village, shall be protected and preserved, while promoting the active use of traditional villages.

Building distinctive cultural and sports brands. By means of “One Festival by Two Hosts” and “One Game in Two Places”, Hengqin shall collaborate with Macao to hold international food festivals, tennis tournaments, marathons, sailing, and other cultural and sports events. High-quality cultural and sports programs shall be explored to promote the export of Macao’s cultural and sports brands. Efforts shall be made to cultivate cultural and sports professionals, including young writers, artists, sports teams, and cultural and sports social groups. With the opportunity of the 15th National Games co-host by Guangdong, Hong Kong, and Macao, integrated development of culture and sports between Guangdong and Macao shall also be promoted.

Section 6 Deepen the Integration of Livelihood Services

Aligning the social security system of Macao in an orderly manner. Regarding childcare services, relevant parties and units shall expand the availability of childcare facilities, encourage kindergartens to incorporate childcare services into their offerings, and extend the coverage of public-interest childcare centers. As for elderly care, alignment with Macao’s standards and norms for elderly care services shall be promoted, a diversified elderly care service system shall be established, and integrated medical and nursing care facilities shall be developed. A sound social assistance system shall also be established to secure the basic standard of living of disadvantaged groups, safeguard the rights and interests of persons with disabilities, and protect the rights of women and children.

Enhancing the cooperation in social governance and services. Relevant parties and units shall explore reforms in the management of social organizations, support the non-governmental organizations dedicated to the motherland and Macao in providing social services in the zone, and allow Macao residents of Chinese nationality to serve as legal persons and legal representatives of non-enterprise private units, or as persons in charge of social organizations (legal representatives not included) in areas such as education, science and technology, finance, building, elderly care, and legal affairs. The management and services related to their tenure shall also be enhanced. A comprehensive public service platform called “Hengqin-Macao e-Home” shall be built to improve the grid-based management services within communities, and the alignment of property management regulations between Hengqin and Macao shall be explored and facilitated. Pilot projects for the integrated development of social governance shall be advanced in the Macao New Neighborhood. Eligible Macao residents shall have the opportunity to participate in the elections of village committees and urban residents committees in accordance with the law. A cooperation mechanism on public security and social governance will be established to enhance collaboration in conflict and dispute early warnings, as well as in contingency management of cases.

Creating a financial service environment to facilitate Macao residents’ living and employment. Relevant parties and units shall align with Macao’s international financial regulations and extend the cross-border electronic payment, fund exchange, automobile insurance, and other financial services for people’s livelihood to the zone. This is to provide “undifferentiated” financial services to the Macao residents studying, working, and living in the zone. Macao Pataca will be permitted for small-amount payment in the zone in an orderly manner, provided that risks are effectively controlled.

Chapter 5 The Establishment of a Hengqin‑Macao Low‑Carbon Smart City

Section 1 Build Regional Traffic Hubs and Nodes

Improving the integrated transport system on the island. Relevant parties and units shall optimize the layout of backbone road networks to create an urban road system featuring “Five Horizontal and Four Vertical” routes. They shall expedite the construction of the South Huandao Road and the West extension of North Huandao Road, while enhancing the road network systems in residential areas, business districts, and other key places. Water tour routes and bicycle express lanes shall be built, and a three-dimensional walking network shall be developed to include pedestrian corridors and tunnels. Relevant parties and units shall support the development of unmanned driving, construct parking systems, and incorporate rail transit stations, bus stations, and large public parking lots into the overall design of urban areas, so as to achieve an integrated development of transportation and the city.

Establishing a three-dimensional transport system integrating Hengqin-Macao urban areas. Relevant parties and units shall enhance connectivity between road networks in Hengqin and Macao through different measures. This includes coordinating express transport networks with the Macao Peninsula, accelerating the construction of the Hengqin extension line of the Macao Light Rail Transit. New border access points, yachts and passenger terminals, and ferry routes that directly link the Cooperation Zone with Macao shall be built, while reserving spaces for cross-border helicopter transport. These measures will create a three-dimensional and intelligent port system to facilitate the entry and exist of Macao residents. As for vehicles, a pilot exemption policy for qualified Macao motor vehicles entering and leaving the Chinese mainland shall be implemented. Macao motor vehicles, including operational vehicles, entering the Cooperation Zone will be exempt from submitting a guarantee. The construction of other logistic-related projects shall also be speeded up, including the establishment of the Hengqin Comprehensive Logistics Center and other projects, so as to optimize the convenient logistics channels between Hengqin and Macao.

Forming a smooth and convenient external transport system. To align with the regional rail transit networks, relevant parties and units shall expedite the construction of the Guangzhou-Zhuhai (Macao) high speed rail and the Zhuhai-Zhaoqing high speed rail. The Hengqin Railway Station shall also be developed as an integrated transportation hub, connecting high speed railways, intercity railways, and other rail transit vehicles. The connectivity with the Hong Kong-Zhuhai-Macao Bridge and the Shenzhen-Zhongshan Bridge as well as the rapid transit between the Cooperation Zone and the airports of Zhuhai and Shenzhen shall be enforced. Transit terminals at the airports of Hong Kong and Macao for direct border exit shall be set up and the international flights at the Macao airport shall be increased. It will advance the construction of passenger terminals at the zone’s port, expand waterways linking with the core cities in the Guangdong-Hong Kong-Macao Greater Bay Area, and launch routes for cruise connections.

Section 2 Build New Smart Cities for the Future

Accelerating the new types of infrastructure construction.Relevant parties and units shall establish intelligent and ubiquitous Internet of Things (IoT) perception systems to enable unified access, centralized management, remote control, and data sharing and release of sensing devices. “Dual-gigabit” communications networks shall also be developed to enhance the capability of international communication services in the zone. Efforts shall also be made to deploy data storage and processing infrastructure in the zone, build big data centers, support the development of advanced intelligent computing centers, and create unified and intensive government cloud platforms.

Strengthening the construction of data resource systems and public operation platforms. Relevant parties and units shall align data resource management between Guangdong and Macao, compile data resource catalogs for urban basic databases, thematic databases, and business databases, and build a three-dimensional digital base to enhance the dynamic governance and ensure data updates and maintenance. By fully leveraging the functions of “Yue Zhi Hui” digital platform for provincial governance, an operation management center and a data center for smart cities shall be constructed. Data mid-ends, common technology mid-ends, and business mid-ends in the zone shall also be built to ensure the refined operation and management.

Establishing a Hengqin-Macao integrated intelligent application system. Relevant parties and units shall optimize the “One-stop Service” online platform for government services, advance the “One-stop Management” for social governance, and strengthen the “One-stop Collaboration” for government operation. Intelligent transformation of industrial parks shall be enhanced to create an industrial economy “brain”. Cooperation between Hengqin and Macao shall be enhanced in the intelligent application fields concerning people’s livelihood, such as education, medical care, elderly care, as well as in areas including Smart Ports, electronic fences, and urban emergency response.

Section 3 Build Safe and Resilient Model Cities

Building a robust supply facility system. Relevant parties and units shall build diversified and complementary water supply models, water purification facilities, and systems to provide water of varying quality for different uses to achieve 100% coverage in water supply, ensuring that the drinking water quality meets Macao standards. They shall implement a forward-looking plan for electric power facilities to ensure that the power supply reliability reaches an advanced level. The construction of heat pipe networks shall be improved to form a multi-source and interconnected pipeline system for fuel gas transmission and distribution. Multi-cogeneration gas stations shall be built to realize the potential for centralized cooling and heating solution for Macao. Besides, efforts shall also be made to build smart energy projects in Hengqin, and establish a smart energy management system. Municipal water supply facilities shall be enhanced for fire protection and water intake to ensure that the water available meets fire protection requirements.

Building a safe and reliable intelligent emergency response system. Relevant parties and units shall build a comprehensive intelligent emergency command center in the zone to aggregate urban risk perception data and achieve monitoring with all dimensions, in all fields and at all times. A mechanism for joint emergency response coordination between Hengqin and Macao shall be established for seamless exchange of information, mutual aid of resource, interconnection of channels, shared use of facilities, and coordinated command for disaster prevention and mitigation. Emphasis shall also be put to strengthen the building of public fire protection facilities, emergency response material reserve system, and reserve pools for essential goods such as grain and cooking oil to serve Hengqin and Macao. All of these will be managed through the national emergency resource management platform. The Cooperation Zone shall be encouraged to collaborate with Macao to establish facilities for flood, storm surge, and waterlogging control, designated to withstand the most severe flood events in 100 years, storm surges in 500 years, and waterlogging in 50 years by 2035. Emergency shelters shall be built with considerations and evacuation and rescue passages using urban major and minor roads as the main routes shall be well designed, so as to develop a hierarchical and classified evacuation system. A sound mechanism shall be established for the prevention and control of major public health emergencies and for the construction of dual-use public facilities for both peacetime and wartime.

Section 4 Build Exemplary Cities of Ecological Civilization

Building green environmental infrastructure.Relevant parties and units shall give impetus to create an ecological island with sponge city functions, and accelerate the development of ecological seawalls, sponge buildings, and infrastructure. Urban drainage systems, including watercourses, flood drainage channels, rainwater retention areas, rainwater pipelines, and pump stations shall be constructed; recycling facilities shall be improved, and resource utilization of sewage shall be promoted. Comprehensive utility corridors shall be built along the Central Avenue through the Dahengqin Mountain area, and form a network of underground utility corridors with effective connection between main trunks and branches. These measures will help to build a zero-waste city and create a leading urban solid waste disposal system in China.

Promoting joint prevention and remediation of environmental pollution.Relevant parties and units shall develop ecological and environmental access lists, implement eco-environment zoning management requirements, and strictly enforce environmental impact assessment mechanisms. A river-chief system shall be implemented to advance water environment governance; sound joint prevention and control mechanisms shall be made for pollution of rivers, estuaries, and offshore areas; standards shall be developed to safeguard regional water environment security and water quality; the management shall be improved for projects concerning land-based pollution discharge, water-related projects as well as the environment of coastlines and beaches in the Pearl River Estuary region. Relevant parties and units shall improve emergency response systems for water pollution accidents, implement a regional target-based air quality control system, and establish and improve the atmospheric environment monitoring network.

Strengthening ecological protection and biodiversity efforts. Relevant parties and units shall protect and restore native mangroves, as well as control and eliminate invasive alien species. Projects like the Hengqin National Wetland Park, ecological corridors for waterbirds, habitats for migratory birds and others shall be promoted to provide an exemplar of cross-border joint wetland protection demonstrations between Hengqin and Macao. Comprehensive biodiversity monitoring and observation networks shall also be built to enhance the protection of wild animals under state-priority conservation.

Advancing carbon neutrality trials and demonstrations. To align with territorial space plans, relevant parties and units shall formulate action plans for carbon neutrality trials and demonstrations. The use of clean energy and increase the utilization rate of non-fossil fuels shall be promoted. Focusing on carbon inclusiveness, mutual recognition of carbon labeling across Guangdong, Hong Kong, and Macao, and climate investment and financing project database, efforts shall be made to explore low-carbon development models and mechanisms in sectors such as hotels, exhibitions, finance, and transportation. Efforts shall also be made to facilitate cooperation with Portuguese-speaking countries on carbon emissions peaking and carbon neutrality standards, establish investment and financing service platforms with Macao to connect international green projects and capital, and actively research the development of the carbon market in the Guangdong-Hong Kong-Macao Greater Bay Area and beyond.

Promoting low-carbon production and lifestyle. Relevant parties and units shall promote the widespread use of new energy vehicles, the full electrification of public sector vehicles, and the development of supporting infrastructure such as battery charging facilities. Advanced technologies, equipment, and products for saving energy, water, and materials shall be encouraged to put into application, while energy conservation and carbon reduction in key industries and enterprises shall be reduced. Efforts shall also be made to support prefabricated buildings and encourage the development of ultra-low energy consumption, near-zero energy consumption, and zero-carbon buildings, ensuring that newly-built buildings meet two-star or higher green building standards. Initiate actions to build eco-friendly families, schools, communities, and shopping malls shall also be implemented to encourage the public to take eco-friendly transportation.

Chapter 6 The Construction of a New System of High-Standard Opening Up Integration with Macao

Section 1 Facilitate Efficient and Convenient Cross-Border Flow of Production Factors

Relaxing administration at the “first-line” while maintaining strict customs control at the “second-line” for goods movement in an exemplary manner. After implementing special customs operations at the “second-line”, regulations including smart regulation, credit regulation, classified regulation, and risk supervision shall be enforced and a customs supervisory system aligned with the zone’s development shall be established. Cooperation on food safety supervision for imported food products from Macao to the Chinese mainland shall be fostered, facilitating the entry of more Macao-made food products into the zone.

Facilitating convenient entry and exit travel for individuals. Relevant parties and units shall implement the “Frequent Travelers Lane” program at Hengqin Port in an orderly manner to continuously enhance customs clearance facilitation. Efforts shall also be made to study and launch other innovative pilot programs for inspections and quarantines, and formulate and improve a list of animal and plant products permitted to be brought into the zone by Macao residents.

Facilitating the cross-border flow of funds. Supported by the electronic fence system for funds in the zone, relevant parties and units shall explore the possibility of allowing free flows of cross-border capitals to and from the zone to facilitate capital account conversion. They shall upgrade management of foreign debts to further facilitate the inflow, registration, and transfer of foreign debt funds. Macao-invested projects, such as the Guangdong-Macao Cooperation Industrial Park, shall be supported to conduct cross-border financing and industries and enterprises with distinctive characteristics and of advantageous positioning shall be encouraged to go public and issue debt in foreign markets. The foreign exchange management of these finance-related activities shall be streamlined. Efforts shall also be made to improve financial supervision rules in the field of innovation and to establish regulatory cooperation mechanisms for cross-border financial innovation.

Promoting the safe and orderly flow of worldwide internet data. Under the framework of Security Control System for Cross-border Flows of National Data, pilot programs for managing scientific research data cross-border shall be initiated within the Guangdong-Hong Kong-Macao Greater Bay Area. On the premise of ensuring the security of state secrets, work secrets, personal information, and important data, relevant parties and units shall support the Cooperation Zone as well as relevant colleges, universities, and research institutions in Macao to jointly establish dedicated scientific research networks and enable cross-border interconnection and sharing of scientific research data.

Section 2 Further Open Legal Affairs to the Outside World

Innovating the rules for the application of law in civil and commercial cases. Under the premise of not violating the basic principles of China’s laws or not jeopardizing state sovereignty and security and public interests, enterprises invested by Hong Kong and Macao and registered in the Cooperation Zone shall be permitted to agree upon resolving contractual disputes according to the law of Hong Kong or Macao. Supports shall be given to the People’s Court of the Cooperation Zone in expanding its jurisdiction over foreign-related civil and commercial cases in an orderly manner according to the law. Supports shall also be given for pilot acceptance or handling of foreign-related civil and commercial cases without a direct connection, but there is agreement from the parties involved.

Constructing a high-quality legal service system. Relevant parties and units shall expand the functions of its People’s Court of the Cooperation Zone, advance the development of smart courts, and promote the establishment of an online litigation service platform. Macao legal professionals of Chinese nationality shall be appointed as judges in the People’s Court of the Cooperation Zone to adjudicate specific types of civil and commercial cases within the zone; a specialized extraterritorial law ascertainment institution shall be established with a focus on the law of Macao and Portuguese-speaking countries and legal experts from both within and outside the Chinese mainland shall provide precise legal ascertainment assistance. By fully utilizing the joint meeting mechanism for legal departments in Guangdong, Hong Kong, and Macao, relevant parties and units shall prioritize the deployment of their advantageous legal service resources in the Cooperation Zone, expedite the construction of the International Financial Dispute Resolution Center and the International Construction Dispute Resolution Center in the three areas, and collaborate with Hong Kong and Macao to create a one-stop legal service platform for “international arbitration plus commercial mediation”. These measures will help to build a hub for cross-border dispute resolution.

Deepening judicial collaboration and exchanges between Hengqin and Macao. Relevant parties and units shall simplify judicial procedures for Macao cases, and improve the efficiency of litigation of civil and commercial disputes involving Macao. They shall optimize the mechanisms for the People’s Court of the Cooperation Zone to have direct entrusted services and evidence collection with Macao, aiming to maximize the efficiency of judicial assistance. Efforts shall also be made to simplify the approval procedures for cross-border judicial exchanges and cooperation, establish a mechanism for direct communication between judicial authorities in Hengqin and Macao, and enhance the sharing of judicial resources and business training.

Section 3 Establish a Platform to Connect Domestic and International Circulations with Macao

Jointly participating in the Belt and Road Initiative. Taking the advantages of Macao as a hub connecting domestic and international markets, relevant parties and units shall engage in the cross-boundary conservation and nomination work of the Belt and Road and the Maritime Silk Road, and actively participate in developing the digital silk road and green silk road. Making full play of Macao’s advantages as a free port and separate customs territory and by adhering to high international economic and trade standards, relevant parties and units shall promote free and open trade and investment, and establish international trade channels between the Chinese mainland and Portuguese-speaking countries, Spanish-speaking countries, the EU, ASEAN, and other regions. These measures will attract foreign investments and support Chinese enterprises in expanding globally. Relevant parties and units shall also leverage the advantages of returned overseas Chinese and their family members in Macao to build a platform for exchange and connection between Chinese nationals and foreign Chinese, and promote people-to-people connectivity with countries participating in the Belt and Road Initiative.

Enhancing the roles of Hengqin and Macao in international exchanges.Relevant parties and units shall give full expression to Macao’s unique strengths in international exchanges, actively introduce administrative offices or branches of international organizations, and support the registration of newly initiated international scientific and technological organizations initiated by Chinese scientists in the zone. The aim is to develop the Cooperation zone into a globally-oriented headquarters base for international organizations. Efforts shall also be made to disseminate Chinese cultural products and promote international people-to-people exchange. An international cultural exchange center shall be established together with Macao to provide platforms for these activities. Venues and facilities for international exchanges, such as international conferences and exhibitions, shall be constructed and major foreign affairs and international exchange events shall be jointly held with Macao, so as to enhance the international influence of Hengqin and Macao. Supports shall be given to organizations in the Cooperation Zone in fostering scientific and technological innovation cooperation between China and Portuguese-speaking countries, and sci-tech innovation enterprises from Portuguese-speaking countries shall be encouraged to enter the Chinese mainland market through Macao, under the guidance of the Center for Science and Technology Exchange and Cooperation between China and Portuguese-Speaking Countries (CSTCP). Collaborating with Macao shall also be seen in establishing a training base for bilingual professionals proficient in Chinese and Portuguese and for sports exchanges and cooperation between youths of China and Portuguese-speaking countries.

Chapter 7 The Establishment of a Pacesetter for a World-Class Business Environment

Section 1 Create an Open and Inclusive Market Environment

Implementing high-level trade and investment facilitation measures. Relevant parties and units shall organize stress tests for high-level opening up in line with the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA). They shall actively promote free and open commerce of digital goods and explore enhanced systems for protecting and utilizing data property rights, regulating cross-border data, and opening up the data market, etc. The functions of the “Single Window” service shall also be expanded for international trade and a Smart Port Public Service Platform be constructed.

Establishing a highly convenient market access system. In the fields of culture, tourism, education, scientific and technological innovation, medicine and health, and data communication, relevant parties and units shall relax the restrictions on qualification, shareholding ratio and industry access for investors in the zone. Efforts shall also be made to explore a commercial registrar system and to appoint, through standardizing procedures, individuals including non-civil servants to undertake relevant administrative examination and approval responsibilities.

Establishing a supervision standard and regulatory system that aligns with Macao’s standards.Relevant parties and units shall promote market integration with Macao, implement the recordation management system for individual operators in Macao, and ease the requirements for the domicile registration of business entities. They shall implement cross-provincial commercial registration services with Macao, and establish a robust mechanism for commercial registration information sharing and interconnection with Macao. By fully leveraging different sectors in Macao, including industry associations, chambers of commerce, societies, and their joint bodies, and their role in establishing technical standards and regulating industry order, relevant parties and units shall strengthen the exchange of regulatory information, mutual recognition of regulation, and mutual assistance in law enforcement between Hengqin and Macao, so as to promote the integrated development of standard systems of Hengqin and Macao.

Section 2 Provide Efficient and Convenient Government Services

Promoting more intelligent and accessible government services. Relevant parties and units shall accelerate the reform of the enterprise-invested project commitment system, reduce the required number of investment project approvals, and promote a streamlined process featuring “One Application for One Task”. Based on digital government, they shall enhance its “AI plus government services” capacities to improve intelligent pre-filling, pre-examination, and approval functions throughout the online and offline processes. They shall push forward to achieve the “enjoyment without application” of policies, including administrative payment as well as financial subsidies and support. They shall innovate the model of “government-bank cooperation” model and facilitate the handling of high-frequency matters at bank self-service terminals. They shall also launch special windows for government services in Macao, develop new models for providing services, and ensure the government services in Macao are accessible across regions.

Refining the model for serving enterprises. Relevant parties and units shall regularly organize “government-enterprise face-to-face communication” activities in the zone, conduct policy publicity and Q&A sessions, aiming to address practical concerns of enterprises. They shall perfect enterprise-related services throughout the entire lifecycle, centralize the release of key enterprise-related policies, review and eliminate expired policies, and form a comprehensive review mechanism for coordinated enterprise-related policies to avoid policy conflicts among departments. They shall also establish and refine an evaluation mechanism for assessing the effectiveness of enterprise-related policies, led by third-party organizations and involving representatives from entrepreneurs and major enterprise service organizations. To align with the new business environment assessment standards issued by the World Bank, relevant parties and units shall address weak areas and create a supportive atmosphere that respects, values, and engages investors.

Section 3 Strengthen the Cultivation and Protection of Business Operators

Vigorously developing the substantive operations of enterprises. Relevant parties and units shall further advance the development of real economy and support leading enterprises in their substantive operations and growth within the zone. They shall actively attract regional headquarters and functional departments of multinational companies, focus on introducing and nurturing leading enterprises, unicorn enterprises, hidden champions, and other innovative and start-ups, and intensify efforts to attract and support scientific and technological innovation enterprises, as well as financial enterprises in Macao. Accommodative and prudent regulation of new business forms shall be implemented in accordance with the law and shall be used to attract cutting-edge technology enterprises from around the world. Efforts shall also be made to accelerate the revitalization of existing building resources and provide spatial support for the development of competitive enterprises. Measures shall be adopted to lower the costs of enterprises, with focus on reducing their overall expenses such as rent, employment, and operations, as well as living costs like employee housing and transportation.

Strengthening credit services and property protection. Relevant parties and units shall accelerate the development of its social credit system, explore the alignment of credit standards and rules between Guangdong and Macao, and reinforce regulation throughout the pre-event, in-event, and post-event stages. They shall implement management models, such as the joint punishment list for dishonest business entities, in accordance with laws and regulations; enhance the comprehensive use of credit risk classification results; establish and refine a monitoring and early warning mechanism for enterprise credit risks; and create a credit restoration mechanism for enterprises undergoing bankruptcy reorganization. They shall further stimulate and promote entrepreneurial spirit, improve the property rights protection system, and keep the public expectations stable. It will develop and implement Regulations for the protection of intellectual property rights within the Cooperation Zone shall be developed and a comprehensive operation service center for intellectual property rights shall be built in the zone. These measures will improve the mechanism for coordinating the intellectual property rights protection between Guangdong and Macao and enhance collaborative efforts in safeguarding intellectual property rights.

Making good and full use of preferential corporate income tax policies. Relevant parties and units shall effectively implement the catalog of corporate income tax credits and the catalog of encouraged industries within the zone, and include key industries that contribute to the moderate diversification of Macao’s economy within the policy scope. Unified communication and contact channels for tax authorities and enterprises in Hengqin and Macao shall also be built to facilitate quick handling of tax-related matters and two-way communication of Macao business operators.

Section 4 Build a High-Level Place for Attracting Top-tier Personnel

Attracting overseas professionals through Hengqin-Macao integration. Relevant parties and units shall formulate and implement favorable policies and measures to attract high-tier professionals from around the world, offering enhanced support in areas such as children’s education, living subsidies and allowances, and residence facilitation. Authority for issuing work permits for foreigners, as well as the determining and approving of high-level talents from Hong Kong, Macao, Taiwan, and abroad shall be delegated to the Cooperation Zone. International Talent Stations and one-stop service windows for international professionals shall be opened to accelerate the development of offshore innovation and entrepreneurship bases for overseas professionals, and create a flexible talent introduction mechanism. It will collaborate with Macao on cross-border talent projects and innovate the “pre-approval and implementation” model for overseas professionals. Relevant parties and units shall also issue collaborative talent introduction implementation plans of Hengqin and Macao, aligned with talent strategies of Macao, to attract highly skilled, top-tier, and in-demand professional to the Cooperation Zone.

Expediting the cultivation of high-caliber personnel. Globally renowned universities shall be introduced to set up specialized colleges such as microelectronics, medical, and finance colleges in the zone. Qualified Macao colleges and universities, approved by the Ministry of Education, shall be permitted to conduct undergraduate and graduate education and experiments in the Cooperation Zone. Employed Macao teachers, committed to both the motherland and Macao, can conduct cross-border teaching in the zone; students from the Chinese mainland receiving cross-border teaching in the zone will be able to obtain academic diplomas and degree certificates from Macao. Relevant parties and units shall also support scientific research institutes and enterprises in the Cooperation Zone in setting up postdoctoral scientific research stations, explore joint training mechanisms for graduate programs with Macao colleges and universities, and build dormitories and ancillary facilities in the Cooperation Zone for graduate students of the University of Macao and other colleges and universities. Efforts shall be made to develop vocational skills training in tourism management, Chinese and Portuguese language learning, cross-border e-commerce, and financial technology, so as to cultivate a batch of in-demand skilled personnel.

Creating a better environment for talent development. Relevant parties and units shall explore comprehensive pilot reforms for talent development systems and mechanisms, and establish systems for talent recruitment, evaluation and incentives, as well as scientific research management, in line with international standards. They shall encourage social capital to establish venture capital funds for innovative talents based on market principles, and accelerate to form a closed-loop system for the introduction, cultivation, employment, and retaining of talents. They shall implement more streamlined endorsement policies for talents traveling to and from Hong Kong and Macao, as well as business endorsement policies, to facilitate scientific research and business activities between the Cooperation Zone, Hong Kong, and Macao. They shall also enable foreign talents to set up technology enterprises with permanent residence credentials.

Chapter 8 The Improvement of the New System Featuring Mutual Consultation, Joint Construction, Joint Administration, and Shared Benefits between Guangdong and Macao

Section 1 Perfect the Operating Mechanisms of the Administrative Body of the Cooperation Zone

Under the overall guidance of the Central Leading Group for Coordinated Regional Development, relevant parties and units shall establish and refine the decision-making mechanism of the Management Committee of the Guangdong-Macao In-Depth Cooperation Zone (hereinafter referred to as the “Management Committee”) to ensure compliance with laws and regulations, scientific and democratic processes, and comprehensive consultation. They shall enhance the rules of procedure for the Management Committee, and streamline deliberation and decision-making processes. They shall strengthen the full authorization of the Management Committee to the Executive Committee of Guangdong-Macao In-Depth Cooperation Zone (hereinafter referred to as the “Executive Committee”), establish a refined mechanism for supervising and inspecting the Executive Committee’s efforts to promote the moderate diversification of Macao’s economy, and explore the creation of a work report system where the Executive Committee’s director reports to the Management Committee. They shall also accelerate the establishment of new audit working mechanisms focused on building a clean government, and enhance coordination between the auditing commissioner of the Cooperation Zone and the auditing departments of Guangdong and Macao.

Section 2 Improve the Operational Efficiency of the Executive Body of the Cooperation Zone

Improving the working mechanisms.Relevant parties and units shall refine the working rules for the Executive Committee, optimize the structure of its working body, and form a coordinated and efficient operating mechanism with hierarchical and classified management, as well as clear powers and responsibilities. The Executive Committee shall establish a mechanism for scientific decision-making and efficient execution within the scope of its power, and enhance communication and coordination with relevant departments of central and state organs, member entities of the Management Committee, and dispatched institutions of the CPC Guangdong Provincial Committee and the Guangdong Provincial Government. Measures for the confidentiality management shall be formulated in line with the new system of the Cooperation Zone, and eligible overseas personnel shall be permitted to access relevant state secrets and work secrets needed for their work.

Innovating personnel management. Relevant parties and units shall establish and improve a personnel management system that meets its development needs, and attract outstanding professionals from both within and outside the Chinese mainland through combination of assignments, recruitment, and a mix of provisional with permanent positions. The principal person in charge of the Executive Committee shall be appointed by the Government of the Macao Special Administrative Region as a full-time position. Within the framework of Guangdong Province’s existing wage policy for civil servants, and considering wages of civil servants in Zhuhai and personnel appointed from Hong Kong and Macao, relevant parties and units shall explore methods of internal wage distribution and measures for benefits to motivate officials to take responsibility and action.

Section 3 Carry out the Local Management of the Cooperation Zone

The dispatched institutions of the Guangdong Provincial Committee of the Communist Party of China and the Guangdong Provincial Government shall fulfill territory management duties and coordinate with the Management Committee and the Executive Committee to advance the development of the Cooperation Zone. A list of powers and responsibilities shall be formulated for the dispatched institutions of the People’s Government of Guangdong Province within the Cooperation Zone, and coordination mechanisms shall be established and their capacities shall be improved for reporting major issues and connecting important works among the dispatched institutions of the People’s Government of Guangdong Province, the Executive Committee of the Cooperation Zone, and Zhuhai City, enhancing the daily interconnection and sharing of information.

Section 4 Establish a Proceeds Sharing Mechanism and a Permanent Assessment Mechanism for the Cooperation Zone

Guangdong Province shall negotiate with Macao Special Administrative Region about building proceeds sharing mechanisms in the Cooperation Zone. They shall also establish and refine the mechanisms for the use, supervision, and performance evaluation of special funds, and improve the efficiency in the use of special funds. The proceeds from the sale of state-owned land-use rights in the Cooperation Zone, after deducting costs, shall be equally shared between the Cooperation Zone and Zhuhai City. They shall develop a holistic index system to assess the Cooperation Zone’s role in promoting the moderate diversification of Macao’s economy, and formulate accounting methods for the “Four New” industries to accurately reflect their contributions to the moderate diversification of Macao’s economy. Statistics networks shall be established and improved to innovate methods for analyzing data related to the Cooperation Zone’s linkage with the Chinese mainland and Macao, so as to facilitate the connection of statistical rules and systems between Hengqin and Macao. To conduct annual assessment of the effectiveness of the Cooperation Zone on promoting the appropriate diversification of Macao’s economy, assessment report shall be submitted to the Central Leading Group for Coordinated Regional Development.

Chapter 9 The Joint Completion of a New Chapter in Regional Coordinated Development

Section 1 Reinforce the Coordinated Development with Zhuhai

Strengthening geographical linkage. Relevant parties and units shall enhance joint planning and functional coordination with neighboring areas such as Hongwan, Shizimen-Wan Chai Area, and Hezhou New Area in Zhuhai. They shall reinforce the development synergy with Xiangzhou District, Jinwan District, and Doumen District of the city, thereby expanding the potential of the long-term development of the Cooperation Zone and enhancing its capacity for optimal resource allocation.

Encouraging industrial collaboration. Relevant parties and units shall strengthen industrial integration with Hongwan-Free Trade Zone-Shizimen Area, Jinwan Area, and Wanshan Area in Zhuhai to promote joint experiments, collaborative innovation, and resource sharing. They shall put forward sound mechanisms for joint investment and proceeds sharing with Zhuhai, promote the integration of the Cooperation Zone’s financial sector with Zhuhai’s innovation and industrial chains, and enable the Cooperation Zone’s financial services to better serve the real economy.

Deepening the cooperation on talent works. Relevant parties and units shall establish and improve a joint meeting mechanism for talent work among Macao, Zhuhai, and Hengqin. They shall develop new cooperation models for recruiting and training professionals, promote the alignment and accessibility of talent policies, and enhance cooperation in attracting overseas talents and applying for major national and Guangdong talent development initiatives. Working with Zhuhai, they shall also make planning for high-level carriers for talent development and host high-level national talent exchange activities.

Strengthening the sharing of livelihood services. Talents and professionals working in the Cooperation Zone will have equal access to policies providing service resources in areas such as housing, education, and medical care in Zhuhai. The children of talents and professional working in Zhuhai will have equal access to high-quality education resources in the Cooperation Zone. Cross-regional talent housing and government-subsidized housing shall also be built in the neighboring areas of the zone to expand new space for living in an orderly manner. The two-way referral channels between medical institutions in the Cooperation Zone and Zhuhai shall also be improved to provide high-level medical services for the Cooperation Zone.

Section 2 Strengthen the Leading Function of Macao and Zhuhai

Promoting the integration and interaction between the east and west banks of the Pearl River Estuary. With the Cooperation Zone playing the leading role, relevant parties and units shall drive the in-depth cooperation between Macao and Zhuhai, jointly developing the Macao-Zhuhai apex of the Guangdong-Hong Kong-Macao Greater Bay Area. They shall deepen the interconnected development with the Hong Kong-Shenzhen apex, cooperating with Qianhai and Hetao in Shenzhen in areas such as modern services and scientific and technological innovation, and with Hong Kong, via the Hong Kong-Zhuhai-Macao Bridge, in finance, investment and trade, professional services, logistics, and other sectors. They shall advance the joint development with the Guangzhou-Foshan apex, strengthen cooperation with Nansha in Guangzhou in areas such as scientific and technological innovation and talent recruitment, and aim to build a regional innovation community that fully integrates the efforts of enterprises, universities, and research institutes.

Facilitating and accelerating the development on the west bank of the Pearl River. Relevant parties and units shall step up social, cultural, and industrial cooperation with Zhongshan Cuiheng New Area, the Jiangmen Greater Guanghai Bay economic zone, and the Yinhu Bay coastal area, further expanding the developing scope of the moderate diversification of Macao’s economy. They shall also make efforts to accelerate the connection with western Guangdong through rapid channels, and promote the optimal allocation of factors and resources on a larger scale.

Chapter 10 The Assurance of Planning and Implementation

Section 1 Uphold and Strengthen the Leadership of the Party

This Master Plan of Development upholds and strengthens the overall leadership of the Party, acquires a deep understanding of the decisive significance of “Two Establishment” (the establishment of Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the establishment of the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era). It remains keenly aware of the “Four Consciousness” (the awareness to maintain political integrity, think in terms of the general picture, follow the core leadership of CPC Central Committee, and act in accordance with its requirements), stays firm in the “Four Confidence” (confident in the political path, theory, system, and culture of socialism with Chinese characteristics), and supports the “Two Upholds” (upholding Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the Party Central Committee’s authority and its centralized, unified leadership). This Master Plan of Development shall integrate the Party’s leadership into the whole development process of the Cooperation Zone. It shall adapt the new development format and new requirements for opening up of the Cooperation Zone, actively innovate Party building work in the internationalized environment, constantly improve the systems and mechanisms for Party organizations at all levels to play a better role in the zone, effectively conduct the management in developing and educating Party members, and strengthen the construction of service centers for the Party and the public. It shall encourage the Cooperation Zone to lead reform and opening up, serving as an innovator, forerunner, and test field, and explore in important areas and critical stages, while improving mechanisms for fault tolerance and error correction.

Section 2 Strengthen Legal Safeguards

Improving laws and regulations. Relevant parties and units shall implement the Regulations on Promoting the Development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, formulate, as needed, local regulations in this regard at an appropriate time, and put forward legislation at the national level when conditions are met. Under the premise of observing the Constitution and the basic principles of laws and administrative regulations, efforts shall be made to take the advantages of Zhuhai’s legislative rights as a Special Economic Zone, keep a foothold on the Cooperation Zone’s needs for implementing reform and innovation, make adaption to laws, administrative regulations and local regulations in accordance with the authorization, and actively conduct legislation targeted at specific issues in the Cooperation Zone. Efforts shall also be made to facilitate Macao in meeting the needs of Hengqin-Macao integration, and improve relevant laws and regulations.

Enhancing empowerment. By applying for phased empowerment based on a designated list, the Cooperation Zone shall be granted greater autonomy in areas including economic management, business environment, market supervision, urban construction, and social affairs. Regarding reform and opening up policies and measures that involve temporary adjustment or suspension of application of provisions of existing laws, the concerned party must submit the related proposal to the National People’s Congress or its Standing Committee in accordance with the statutory procedures for authorization or decision in accordance with statutory procedures before implementation. For policies and measures that involve temporary adjustment to or temporary suspension of provisions of existing administration regulations, the concerned party must submit the proposal to the State Council for authorization or decision in accordance with the statutory procedures before implementation. Following the principle of “delegating as many powers as possible”, Guangdong Province shall enhance empowerment and authorization for the Cooperation Zone, fully delegating provincial-level authority in economic and social management to the Cooperation Zone.

Section 3 Improve the Planning System

A unified planning system shall be established and refined guided by the Master Plan of the Development of Guangdong-Macao In-Depth Cooperation Zone in Hengqin and based on territorial space plans and supported by special plans. Efforts shall be made to enhance the alignment with Macao’s planning systems, develop a catalog list and recordation management system, and formulate implementation schemes and action plans. In response to the development needs of the Cooperation Zone and changes in the internal and external environment, mechanisms shall be built for assessing and dynamically adjusting the implementation of planning system. A unified regulation information platform shall be built to strengthen the whole-process and information technology-based regulation of the implementation of this planning system. Public participation shall also be encouraged in the implementation of this planning system throughout the process in an all-round manner.

Section 4 Establish a Robust Risk Management Mechanism

Bottom-line thinking shall be strengthened, and a system for early warning, prevention, and control of early risks shall be established to prevent and resolve major risks. Comprehensive regulatory measures shall be adopted to crack down on illegal and criminal activities involving smuggling, illegal immigration, and endangering national security. Efforts concerning management shall also be made to implement joint inspection and examination according to the law at border checkpoints, and to enforce market entry controls against prohibited, restricted, controlled items, and high-risk commodities. Based on a risk-oriented approach, financial monitoring and management shall be enforced in areas such as anti-money laundering, anti-terrorist financing, anti-tax avoidance, and anti-illegal fund-raising, so as to establish a financial “firewall” for the Cooperation Zone.

Section 5 Enhance Organization and Implementation

Under the leadership of the Central Leading Group for Coordinated Regional Development, Guangdong and Macao shall strengthen communication and coordination, increase mutual support, and provide a solid guarantee for the planning and construction of the Cooperation Zone; the Cooperation Zone’s Management Committee shall enhance overall planning and coordination to improve the efficiency of deliberation and decision-making, and effectively fulfill its primary responsibilities for the zone’s planning and construction; the Cooperation Zone’s Executive Committee shall take responsibilities and act decisively, diligently implement the primary tasks for the zone’s planning and construction, and further advance reform, innovation, opening up, and cooperation to ensure the development of the Cooperation Zone with high standards, high quality and high efficiency. Relevant departments shall, based on their respective functions and responsibilities, increase policy support, and reinforce their guidance throughout the implementation process, making the Cooperation Zone a test field and pilot zone for deepening the reform and expanding opening up in this field. The Office of the Central Leading Group for Coordinated Regional Development and the National Development and Reform Commission shall improve the coordination mechanism, join forces with relevant departments to enhance overall guidance of the implementation of the present Plan and the development of the Cooperation Zone, and coordinate the resolution of difficulties and problems in the implementation process in a timely manner. The publicity and interpretation of the contents of this Master Plan of Development shall be reinforced to create a favorable atmosphere for extensive support of the development of the Cooperation Zone. The important policies, key projects, and major works involved in the implementation of this Master Plan of Development shall be reported for approval under the prescribed procedures. Timely reports on major issues will be provided to the CPC Central Committee and the State Council.
