Hengqin Port
Since the Standing Committee of the National People’s Congress authorised by law the Macao jurisdiction in the Hengqin Port in 2019, joint inspection has been adopted, providing efficient customs clearance with “one queue, one inspection, and one-time release”.
The port is planned to handle up to 80 million passengers annually.
Hengqin Ferry Terminal
Located on the East Ring Road in Hongqi Village, Hengqin New Area, the Hengqin Ferry Terminal resumed operations in 2018 and currently offers the Hengqin-Dong'ao Island ferry route, as well as maritime routes between Zhuhai and Macao.
Macao Single-Plate Vehicles Entering Hengqin
Macao residents aged 18 and over (including permanent and non-permanent residents) can apply for a permit to drive their Macao-registered vehicles in and out of Hengqin. Each vehicle can be registered with up to two mainland driving license holders.
At the moment, non-passenger vehicles from Macao (with up to nine seats) are fully permitted to enter and exit the designated region.
Tier-specific Management
We continue to adopt registration-based management for goods crossing the first-tier subzone between the Cooperation Zone and Macao (except goods in transit) to further simplify customs declaration procedures and elements. Duty-free (or bonded) goods entering the mainland from the Cooperation Zone via the second-tier subzone will follow relevant importation procedures and be charged tariff and import duties. Passenger-wise, individuals crossing the first-tier subzone will undergo joint inspections for a one-time release, while those crossing the second-tier subzone are not subject to any restrictions. We are also developing tax policies for products entering the mainland via the second-tier subzone and conducting supervision in accordance with applicable regulations.

Urban Integrated Underground Utility Tunnel in Hengqin
With a total length of 33.4 kilometres and an investment of RMB 2.2 billion, Hengqin’s systemic integrated utility tunnel is the first of its kind in China, incorporating 6 pipelines for water supply, electricity (220kV), communications, condensation water, reclaimed water, and vacuum waste collection. It also won China’s top award for construction engineering quality, the Luban Prize.
Multi-energy Supply Station
Hengqin’s multi-energy supply gas-fired power station covers 300,000 square metres, with a total investment of RMB 12 billion. It ensures a stable supply of electricity, heat, cooling, and water for downstream industries and relevant sectors.

The China Southern Power Grid provides the Cooperation Zone with stable and green electricity through a high-reliability power grid system. The region is covered with a dual-chain and dual-ring electricity network with a direct voltage downgrade from 220kV to 20kV, ensuring world-leading reliability of power supply. According to the Power Supply Rules in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, commercial and industrial users can enjoy low-voltage power supply services while land areas in the region that meet the flood elevation requirements and where power supply facilities are installed will not count towards the total floor area ratio, which significantly reduces investment costs. The China Southern Power Grid strives to elevate consumer satisfaction with its power supply services. With key account managers and grid managers assigned throughout the region, the company offers a comprehensive service package that covers everything from basic to value-added services. They have also pioneered a service model that allows clients to acquire power supply on the day of application, achieving cost-effective, convenient, and efficient installation and electricity supply in the Cooperation Zone.
