Industry Overview
The Cooperation Zone is currently developing a microelectronics industry chain focusing on specialised chip design, testing, and inspection. In particular, it has rolled out measures to promote the development of the integrated circuit industry and established the Guangdong-Macao Integrated Circuit Design Industrial Park. Leveraging resources such as the State Key Laboratory of Analog and Mixed-Signal VLSI and the Microelectronics R&D Center at the University of Macau, the Cooperation Zone is creating a training base to accelerate the cultivation of integrated circuit talents. By the end of 2023, over 50 integrated circuit enterprises established substantive operations in the Cooperation Zone, including Amicro Semiconductor, Wisewave, Artmem Technology, Silergy, Allwinner Technology, Longsys, GigaDevice, LeapFive Technology, and Geehy Semiconductor.
In addition to the 27 state and provincial-level science and technology innovation platforms, including technology enterprise incubators and new research institutions, there were also 238 national high-tech enterprises (including 33 Macao-funded enterprises) and 69 state and provincial-level specialised and innovative enterprises (including six Macao-funded enterprises). And there were 16 recognised unicorn enterprises in 2023. A cohort of emerging Macao-funded technology enterprises, including Wisewave, Pachira, LeapFive Technology, and Digifluidic, have also established a presence here.
Development Outlook
Looking ahead, the Cooperation Zone will continue to support core breakthroughs in critical technologies, with a focus on synthetic biology and optical communications. It will also gradually shift its focus from policy support to application scenario support, and encourage enterprises to adopt artificial general intelligence (AGI) technologies and apply for support for their advanced technology application scenarios.
Furthermore, the Cooperation Zone will proactively seek support from the central government for the introduction of projects from central and provincial state-owned enterprises and institutions. Its efforts will also include the cultivation of Guangdong provincial specialised and innovative SMEs, as well as national “little giant enterprises”, and the recommendation of quality candidates for the national key “little giant” recognition. There will also be support for high-level talents coming to the Cooperation Zone for innovation and entrepreneurship with their own teams and projects, especially those conducting strategic and forward-looking industrial research. Moreover, the Cooperation Zone will also leverage Macao’s role as an international gateway to introduce key and core technology projects from abroad.
Macao-Hengqin Technological Innovation
Hengqin International Scientific and Technological Innovation and Entrepreneurship Competition
Hengqin has successfully held three editions of the Hengqin International Scientific and Technological Innovation and Entrepreneurship Competition, attracting over 3,000 project applications from the US, the UK, Germany, Japan, Singapore, Mainland China, Hong Kong, Macao, and Taiwan, covering a range of strategic emerging industries, including integrated circuits, biomedicine, artificial intelligence, big data, and new materials. The competition has become one of the largest science and technology competitions focusing on projects on strategic emerging industries in the Guangdong-Hong Kong-Macao Greater Bay Area and even in China, with the largest amount of funding and the most far-reaching impact.[View More]
Building Industry-Academia-Research Demonstration Bases with Macao Universities
The Zhuhai UM Science & Technology Research Institute (ZUMRI) has established five R&D centres focusing on smart cities, microelectronics, Chinese medicine and translational medicine, and advanced materials, with a total of 171 government research projects and 156 commercial projects to date. It has also partnered with industry leaders such as Sinopharm to establish thirteen joint laboratories in areas such as Chinese medicine, integrated circuits, smart cities, and regenerative medicine.  In addition, the ZUMRI has also participated in the incubation of ten technology enterprises and built a microelectronics alliance that has attracted over ten enterprise members, promoting joint talent cultivation and rapid application of technological advances in production.
The Zhuhai MUST Science and Technology Research Institute is conducting research on major scientific and technological breakthroughs and cutting-edge applied technologies in computer science, materials science, life sciences, engineering, and space technology. It has also started industrial research in partnership with Zhuhai Hengle Medical Technology Co., Ltd. and IKAS Industries (Guangdong) Co., Ltd., with a number of incubation projects in the pipeline.
Centre for Science and Technology Exchange and Cooperation between China and Portuguese-Speaking Countries
The Centre for Science and Technology Exchange and Cooperation between China and Portuguese-Speaking Countries (CSTCP) was officially inaugurated on 12 October 2023. As a state platform for international scientific and technological exchanges and technology transfer deployed by the Ministry of Science and Technology in the Greater Bay Area, the CSTCP was jointly established by Macao, Zhuhai, and the Cooperation Zone, and operates under a dual-centre model with hubs in Macao and Hengqin, Zhuhai. The CSTCP aims to deepen technological exchanges and cooperation between China and Portuguese-speaking countries (PSCs), and to strengthen links between mainland China and PSCs in the transfer and transformation of scientific and technological achievements, innovation and entrepreneurship, and scientific and technological cooperation, thus creating a new channel for technological cooperation between China and PSCs.
Innovation and Entrepreneurship Hub for Science and Technology SMEs
The Innovation and Entrepreneurship Hub for Science and Technology SMEs, with an initial area of 12,000 square metres, houses four major projects: J Ventures AI incubator, China Capital Investment Group operation project, Zhuhai MUST Science and Technology Research Institute, and International Digital Economy Academy. The hub is designed to attract a cluster of science and technology SMEs focusing on information technology, life sciences, and other fields to offer fertile ground for innovation and entrepreneurship.
At present, it houses seven R&D and achievement transformation centres, as well as a number of technology enterprises in the fields of AI, big health, space science, and life sciences–nanomaterials fusion technology, such as SenseTime, Capcon, and Senses, ensuring the application of more research results in the Cooperation Zone and fostering new quality productive forces.
Guangdong-Macao Integrated Circuit Design Industrial Park
With a total area of over 30,000 square metres, the Guangdong-Macao Integrated Circuit Design Industrial Park innovatively adopts the strategic model featuring “Macao Platform + International Resources + Hengqin Space + Results Sharing“. It focuses on introducing IC R&D, design, and testing enterprises and providing them with professional services such as incubators, investment funds, and public technology platforms, so as to promote cooperation and cross-border flows of talent, technology, capital and other innovation factors in the integrated circuit industry.
