Development Overview
In September 2021, the Central Committee of the Communist Party of China and the State Council promulgated the Master Plan of the Development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Master Plan”), which explicitly proposes to gather domestic and international talent while attracting Macao residents to Hengqin for employment and entrepreneurship. In line with the primary goal of attracting and gathering high-end international talent and collaborating with Macao to introduce professionals, the Cooperation Zone has proactively developed talent policies and measures to provide robust support in individual tax incentives and convenient entry and exit processes, with the aim of driving the development of a high-level talent hub in the Guangdong-Hong Kong-Macao Greater Bay Area.
Policies and Measures
To follow through with the Master Plan’s stipulation of exempting domestic and international high-end and urgently-needed talent working in the Cooperation Zone from individual income tax exceeding 15%, the Secretariat of the Administrative Committee issued the Interim Measures for the List Administration of High-End and Urgently-Needed Talents in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin Entitled to Preferential Individual Income Tax Policies in March 2023. Under this policy, talent departments in the Cooperation Zone will work with relevant authorities on an annual basis to recognise high-end and urgently-needed talent eligible for preferential individual income tax treatment.【View More】
To attract more outstanding talent for the development of the Cooperation Zone in alignment with the Master Plan, the Support Measures for Talent Development in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin was issued in March 2024, which include 16 measures to support clustered talent development, development of talent platforms, and coordinated talent development in Hengqin and Macao, in addition to improving the environment for talent growth. Talent Support
To effectively implement the decisions and arrangements of the Party Central Committee and the State Council on accelerating the establishment of a housing system that incorporates multiple supply providers and adopts various channels of protection with equal focus on renting and purchasing, the Urban Planning and Construction Bureau of the Cooperation Zone has formulated the Administrative Measures for Government-Subsidised Rental Housing in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (for Trial Implementation) in alignment with the Opinions of the General Office of the State Council on Accelerating the Development of Government-Subsidised Rental Housing, the Implementation Opinions of the General Office of the People’s Government of Guangdong Province on Accelerating the Development of Government-Subsidised Rental Housing, and other policy documents. The Administrative Measures regulate the planning, construction, project management, operation, supervision and administration of government-subsidised rental housing in the Cooperation Zone. Government-subsidised rental housing is primarily provided for new residents, young people, and various types of talent working in the Cooperation Zone.
In January 2024, the Urban Planning and Construction Bureau of the Cooperation Zone announced the opening of applications for 150 government-subsidised rental housing units in Caihongyuan within the Cooperation Zone. According to the announcement, Caihongyuan is situated in the southeast corner of the Cooperation Zone, bounded by Ziqi South Road to the west, Xiangjiang Road to the north, Taoli Road to the east, and Caihong Road to the south. The 150 bachelor apartments on offer are located on the 3rd to 14th floors of Building B of Caihongyuan, with floor areas ranging from 31 to 45 square metres.

In accordance with the Compulsory Education Law of the People’s Republic of China and the Opinions of Guangdong Province on Compulsory Education for Children of Migrant Workers in Urban Areas, the Livelihood Affairs Bureau of the Cooperation Zone has issued the Measures on Points-Based Enrolment for Migrant Workers’ Children in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (hereinafter referred to as the “Measures”) to ensure the right to equal education for the children of migrant workers in Hengqin. According to the Measures, migrant children aged 6 to 18 who have at least one parent or legal guardian with a valid residence permit in the Cooperation Zone, along with legal and stable employment and residence, may apply for public school places in the appropriate starting grades of the compulsory education stage in the Cooperation Zone under the Measures. Enrolment for compulsory education in the Cooperation Zone is conducted through online applications. Individuals who meet the criteria of the talent introduction policy may apply to transfer their household registration to the Cooperation Zone, either online or in person.

Multi-Entry Permit
From 1 January 2025, permanent residents of Zhuhai City may apply for a "one trip per week" permit to Macao. Under the policy, they can visit Macao once per calendar week within a one-year validity period, with a maximum stay of seven days per trip. Permanent residents and residence permit holders in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin may apply for multi-entry permits to Macao, enabling unrestricted visits for up to seven days per stay within a one-year validity period.‌[View More]
Multiple Entry for Tourist Groups
Mainland residents who are enrolled in "Hengqin-Macao Tourist Groups" may use the tour documents to apply for a tourist group permit marked “Hengqin-Macao Tour” at the exit and entry administration counter of any public security bureau in China, which allows multiple trips between Hengqin and Macao via Hengqin Port in organised tourist groups within seven days of their entry into Macao.[View More]
Frequent Travellers Lane
Hengqin Port has launched a pilot "Frequent Traveller Scheme", providing customs clearance facilitation arrangements for eligible travellers, including business personnel and faculty members of Macao tertiary institutions, who frequently travel between Hengqin and Macao.‌[View More]
Convenient Customs Clearance
Starting from midnight on 28 October 2024, the scope of people eligible to use the Cooperation Shortcut at Hengqin Port has been expanded. As the only cross-border passage in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, Hengqin Port employs a convenient customs clearance mode of "Joint Inspection and One-Time Release" for both people and vehicles.[View More]
Macao Single-Plate Vehicles Entering Hengqin
Macao residents aged 18 and over (including permanent and non-permanent residents) can apply for a permit to drive their Macao-registered vehicles in and out of Hengqin. Each vehicle can be registered with up to two mainland driving license holders. At the moment, non-passenger vehicles from Macao (with up to nine seats) are fully permitted to enter and exit the designated region.‌[View More]
Enterprise and Talent Service Centre
The Enterprise and Talent Service Centre is positioned as a "1+6" diversified end-to-end service platform. "1" means "end-to-end services provided by one service centre", and "6" means "six types of activities". Through the "1+6" framework, the centre delivers functional services, enabling enterprises and talents to experience the Cooperation Zone's ever-improving business environment and government services through pre-service, in-service, and post-service support. By organising six types of activities, namely "Corporate Service Day", "Job Fairs", "Enterprise & Talent Workshop", "Mix n' Match Events", "Coffee Break", and "Fun Days", the centre also facilitates interaction among enterprises and talents while fostering a welcoming atmosphere characterised by pro-business attitudes, warmth towards enterprises, and respect for talents in the Cooperation Zone.【View More】
